Haiti - FLASH : Council of Ministers abandon the project of a new Constitution
On Thursday, October 9, 2025, the extraordinary Council of Ministers chaired by Transitional Presidential Advisor Leslie Voltaire, in the presence of Prime Minister Alix Didier Fils Aimé, officially decided to abandon the project of a new Constitution in Haiti.

To this end, the Council of Ministers repealed four laws deemed critical. These are :

1- The Decree of July 17, 2024, establishing the creation, organization, and operation of the Steering Committee of the National Conference;

2- The Orders of July 24 and September 2nd, 2024, appointing and supplementing the members of said Steering Committee;

3- The Order of September 18, 2024, appointing the members of the Provisional Electoral Council (CEP) and establishing their terms of office;

4- The Referendum Decree of June 24, 2025.

These decisions reflect the Transitional Executive's desire to create the institutional, political, and legal conditions conducive to the organization of free, inclusive, credible general elections that are fully consistent with the spirit and letter of the amended 1987 Constitution.
