Haiti - Economy : Adoption of a budget of 345 billion (2025-2026) 10/10/2025 10:03:49
The reappropriation of the National Palace, the result of tireless and determined work, marks a symbolic and decisive step that illustrates the state's desire to restore its authority and reaffirm its presence in the heart of the capital. Under the chairmanship of Presidential Advisor Leslie Voltaire, in the presence of Prime Minister Alix Didier Bien Aimé, the following were adopted : - The Draft Decree establishing the General Budget for the 2025-2026 Fiscal Year - The Draft Decree repealing the Decree of July 17, 2024, establishing the creation, organization, and operation of the National Conference and the Referendum Decree of June 24, 2025 https://www.haitilibre.com/en/news-45956-haiti-flash-council-of-ministers-abandon-the-project-of-a-new-constitution.html - The Draft Order amending the provisions of Articles 3 and 6 of the Order of September 18, 2024, appointing the members of the Provisional Electoral Council (CEP) and setting their terms of office; https://www.haitilibre.com/en/news-45956-haiti-flash-council-of-ministers-abandon-the-project-of-a-new-constitution.html - The Draft Order repealing the Order of July 24, 2024, appointing the members of the Steering Committee of the National Conference and the Order of September 2nd, 2024, supplementing the Steering Committee of the National Conference. https://www.haitilibre.com/en/news-45956-haiti-flash-council-of-ministers-abandon-the-project-of-a-new-constitution.html Denial : Regarding the automatic weapons fire heard outside the Palace during the Council of Ministers, James Monazard, the Minister of Industry and Commerce, denied any evacuation, stating that the shots were not close to the palace and that it was an attempt to intimidate the gangs that did not work. These shots did not disrupt the Council of Ministers or cause an evacuation, contrary to some rumors. The Council was able to address all agenda items for nearly three hours. General Budget for the 2025-2026 Fiscal Year : The 2025-2026 Budget was developed jointly with the Ministry of Economy and Finance (MEF), the Ministry of Planning and External Cooperation, and in consultation with all relevant ministries and public institutions. It reflects the Government's commitment to strengthening national strategic priorities : • Restoring public security; • Organizing inclusive and democratic elections; • Stabilizing macroeconomic indicators; • Sustainable improvement of the population's living conditions. This budget, amounting to 345 billion gourdes, is designed to achieve these objectives and will be 70% financed through the efforts of the tax and customs administrations. It does not include any new tax or customs measures, but rather reiterates those already adopted in the April 2025 Amended Budget. Sectoral Priorities : • Salaries : nearly 35% of the total, including the annualization of funding allocated to the Ministry of National Education and the Haitian National Police, as well as the integration of four new police officer promotions and 2,500 soldiers; • Public security and elections : 16% (a budget of three billion gourdes is allocated to support political parties in the electoral process, in accordance with the requirements of transparency and democratic fairness); • Education : 15%, confirming its status as a priority sector par excellence. Specific Measures : • Support local production and growth; • Protect companies investing in Haiti; • Adjust the application of the General Tax Code (CGI) in accordance with the requests of the chambers of commerce and industry.
