Haiti - NOTICE : The BRH authorizes loan moratoria or restructuring

Ronald Gabriel, Governor of the Bank of the Republic of Haiti (BRH), through Circular 115-7, authorizes financial institutions to grant moratoria or restructure loans for eligible clients for the period from November 3rd, 2025, to September 30, 2026.

Extracts from Circular 115-7 :

"[...]

a - By mutual agreement with an eligible client, credit financial institutions are authorized, during the period from November 3rd, 2025, to September 30, 2026, to grant credit moratoria or restructure loans for clients in accordance with Circular No. 87 on loan classification and the establishment of provisions for doubtful debts [...]

c - Clients eligible for the aforementioned measures are those who demonstrated a good credit rating before the start of the current crisis and who have been effectively impacted by The latter during the three preceding fiscal years. These clients must formalize and justify their request for a moratorium or restructuring with their financial institution.

During the moratorium period, only interest payments on the outstanding debts are required, and the credit rating of the beneficiary clients will remain the one recorded at the time the moratorium was granted until its expiration.

[...] Upon expiration of the moratorium, the client must resume normal monthly debt servicing (principal and interest payments) while maintaining the same credit rating as at the end of September 2026. In other words, the moratorium under this circular automatically results in an extension of the loan term equivalent to the moratorium period. [...]

4. Repeal and Effective Date This circular replaces Circular 115-6 of October 1st, 2024, and comes into force on November 3, 2025.
