Haiti - FLASH : Official visit to Haiti of Albert Ramdin, Secretary General of the OAS

Albert R. Ramdin, Secretary General of the Organization of American States (OAS), leading a delegation, is on an official visit to Haiti on December 2nd and 3rd, 2025, his first since taking office.

Ramdin arrived in Cap-Haitien on Tuesday, December 2nd, 2025, where he was warmly welcomed by the Director of Protocol of the Ministry of Foreign Affairs, the Departmental Delegate, the Mayor of Cap-Haitien, and the Departmental Director of the Haitian National Police.

He then traveled to Port-au-Prince, where he met with members of the Presidential Transitional Council (CPT) at the Villa d’Accueil. Laurent Saint-Cyr, the President pro tempore and coordinator of the Transition Council accompanied by his fellow Presidential Advisors thanked the OAS for its constant commitment to Haiti, in particular for the finalization of the roadmap https://www.haitilibre.com/en/news-46151-haiti-politic-the-oas-presents-the-3rd-version-of-the-roadmap-on-haiti.html . He emphasized the urgent national security situation, a prerequisite for holding credible elections, and highlighted the progress made in the electoral process, including the adoption the previous day of the electoral decree (https://www.haitilibre.com/en/news-46330-haiti-elections-the-electoral-decree-unanimously-adopted-by-the-council-of-ministers.html).

The members of the CPT held in-depth discussions on the challenges of governance, stability, and the organization of the upcoming elections, which are contingent upon the essential restoration of national security. The OAS delegation sought the views of Haitian officials regarding the roadmap to be implemented to consolidate peace and stability, with the support of the regional and international community. Discussions also focused on the expiration of the CPT's mandate, set for February 7, 2026.

During this strategic meeting, discussions also addressed the operational readiness of the Gang Supression Force (GSF), the issue of international sanctions, measures to respond to the humanitarian crisis, and actions aimed at promoting economic recovery. Both parties acknowledged the urgent need to do everything possible to restore security in the country, particularly through concerted measures, including controlling the networks supplying gangs with weapons and resources, and strengthening maritime surveillance.

On the same day, an important working session took place at the Prime Minister's Office with Prime Minister Alix Didier Fils-Aimé, members of the Government, Ramdin, and members of his delegation.

During this working session, the Prime Minister briefed the OAS Secretary General on the significant progress made in the fight against insecurity, including the operational strengthening of national forces and the gradual ramp-up of measures aimed at neutralizing armed groups.

He officially requested the support of OAS member states to bolster the GSF, a key force in the strategy for securing the territory. He emphasized that restoring security remains his administration's top priority, an essential condition for the smooth conduct of the electoral process, and announced the publication of the Electoral Decree.

The OAS Secretary General warmly congratulated the Government on this publication, which he described as an important, concrete, and decisive step toward holding credible, inclusive, and democratic elections. He reaffirmed the OAS's strong support for institutional stability and its commitment to Haiti during this crucial phase.

The Prime Minister also highlighted the humanitarian situation, recalling the suffering of populations affected by armed violence and social vulnerability. He requested the OAS's support for the development of socialization, reintegration, and community support programs, essential for rebuilding the social fabric and consolidating lasting peace.

Ramdin commended the Government's numerous efforts in combating insecurity, stabilizing the country, and demonstrating its commitment to the electoral process. He reiterated the Organization's readiness to support Haiti in security, institutional, and humanitarian matters, in a spirit of regional solidarity and the defense of democratic principles.

At the end of the first day of his official visit to Haiti, Albert Ramdin and his delegation attended a reception held in his honor at the El Rancho Hotel in Pétion-ville, notably in the presence of Laurent Saint-Cyr, accompanied by his fellow advisors, Prime Minister Fils-Aimé, and members of his government.

During his stay in Haiti, Albert R. Ramdin will visit the OAS National Office for a luncheon with staff, before chairing a joint meeting with the Provisional Electoral Council (CEP) and the OAS technical teams.

As part of this mission, he will also hold a series of meetings with representatives of the international community present in Haiti, dedicated to coordinating international support.

His visit will continue in Morne Casse, where the Secretary General will be welcomed by the departmental authorities of the Northeast. Accompanied by the Minister of Justice, he will visit the Morne Casse Tactical Center, a flagship infrastructure for strengthening the operational capacity of the security forces.

Upon returning to Cap-Haitien, he will visit the renovated Terrier Rouge police station, a symbol of the efforts to modernize police infrastructure, as well as the National Identification Office (ONI).

A strategic meeting is also planned with representatives of the Pan American Development Foundation (PADF), the Inter-American Development Bank (IDB), the World Bank, and the OAS Office, aimed at furthering discussions on institutional, technical, and security support for Haiti.
