Haiti - Education : Investment Scenarios for Haitian Preschools 07/12/2025 09:16:30
On the third and final day of the workshop on the presentation of the preliminary results of the National Survey on Preschool Education (https://www.haitilibre.com/en/news-46341-haiti-education-presentation-of-preliminary-results-of-the-national-preschool-survey.html), where investment scenarios to support the Haitian government's financial efforts were discussed, Augustin Antoine, the Minister of National Education, reiterated the need to facilitate access to preschool education for all children aged 3 to 5. "We are seeking to bring order and standardize the preschool sub-sector. Whether a child comes from a wealthy or poor background, they must have access to the same education. Whether a child lives in a rural or urban area, the educational opportunities must be the same." Minister Antoine expressed his appreciation for the data collected during this survey : "It will serve not only for strategic planning, but also to guide interventions on the ground with the aim of meeting the population’s expectations [...] These statistics on preschool education will be useful in giving meaning and coherence to educational action [...]" he emphasized before an audience composed almost entirely of technical and financial partners, officials, and technicians from the 10 Departmental Directorates of Education. In her remarks, Geetajanli Narayan, the UNICEF Representative in Haiti, stated : "We now have a wealth of valuable information on the functioning of the sub-sector, on the diversity of existing services, their costs, their strengths, and their challenges. This data now constitutes a solid foundation for guiding future political and strategic choices." According to Narayan, this day dedicated to preschool funding was "an opportunity to jointly examine the most effective public policy options, those that will ensure the equitable expansion of public preschool while strengthening the quality and sustainability of non-public services, in order to reach the greatest number of preschool-aged children." Following a summary of the study's main findings, Professor Alain Mingat led a session on investment scenarios based on the key priorities that will be outlined in the National Preschool Policy. Following these discussions, at a joint press conference, the participants emphasized the need for international cooperation agencies to support the Haitian government's financial efforts to better guide and support the preschool sub-sector. Participants in the strategic discussion table for this third and final day dedicated to investment scenarios in Haitian preschools included: Augustin Antoine, the Minister of National Education; Professor Yves Roblin, Director General of the Ministry; Elysé Colagène, Director General of the National Education Fund (FNE); Geetanjali Narayan, UNICEF Representative in Haiti; the French Ambassador, Antoine Michon; the Ambassador of Taiwan (Republic of China), Guillaume Cheng-Hao Hu; the Deputy Head of Mission at the Mexican Embassy, Joanna Gomez; the Director of the French Development Agency (AFD), Radhia Oudjani; the Program Officer of the Spanish Agency for International Cooperation and Development (AECID), Pedro Pablo Viñuales; the Representative of the Inter-American Development Bank (IDB), Liz’Annick Jean-Charles; the National Education Officer at the UNESCO Office in Port-au-Prince, Jean Luc Tondreau; the Program Officer at the World Food Programme (WFP), Mkwambi Wilfred; Richemont Seki, Head of School Canteens at the World Food Programme (WFP), and Alouinor Fadner, Members of the Cabinet of the Minister for Haitians Living Abroad.
