Thursday, Sorel Jacinthe, the President of the Chamber of Deputies, recalled that the President Michel Martelly, had undertaken to publish the amendment corrected of the Constitution before January 1, 2012 demands its publication, as soon as possible.

"...The Commission was established by the President of the Republic, it included representatives of Parliament, civil society and the Executive. In a large colloquium that we did with the international, with the Club de Madrid. I believe that in front of the press, the President had made a commitment to publish the amendment to the Constitution prior to January 1. So I told the Prime Minister, I'm sure that the President, as Head of State will keep its word. We took a commitment [...] and I hope that the Government and the President meet together immediately, so that we publish the amended Constitution as soon as possible, so that we can establish a permanent electoral council [...] really credible composed of good men and good women."

Senator Steven Benoit abounds in the same direction, noting that when "the Head of State finally gave his word, it means that weighed the pros and cons. When the Head of State said he would do something, he must do it, if he does not, it must do a press conference to explain. I really express my disappointment because the President had taken a solemn decision to publish, before the end of 2011 the amendment of the Constitution [...] if Monday, (date of resumption of Parliament], the President has not solved the problem of publication of the amendment of the Constitution, I guarantee you that Monday morning, I will raise the issue at the tribune of the National Assembly."

The Prime Minister, Dr. Garry Conille recalls that "...the prerogative to publish, [the amendment of the Constitution], is a presidential prerogative. I can understand that in such an important decision, the President wants to do a consultation to ensure it makes a decision that is in the interest of the nation. The final decision to publish, the final responsibility for the publication is his..."
