Haiti - Dominican Republic : Births by Haitian mothers down 41%

The implementation on April 21, 2025, of the protocol for verifying immigration status in these Dominican public health facilities marked a turning point regarding the presence of Haitian women giving birth in these facilities https://www.haitilibre.com/en/news-45035-haiti-flash-2-188-illegal-haitians-arrested-in-dominican-hospitals-in-1-month.html

In 2025, 19,434 births to Haitian mothers were recorded, compared to 32,967 in 2024, representing 13,533 fewer births in the delivery rooms of the 33 hospitals in the Public Health Network, a decrease of 41% since the protocol came into effect.

By May 2025, the first full month after the protocol's implementation, the reduction was evident : 849 births in May, 886 in June, 902 in July, 1,175 in August, 1,430 in September, 1,389 in October, 1,361 in November, and 1,128 in December. These figures show that the number of births was reduced by more than half.

The downward trend continued in 2026. In January, 1,114 Haitian births were recorded, a figure significantly lower than the 3,048 recorded in January 2024 and the 3,023 projected for January 2025.

According to official data, approximately 39 hospitals across the country recorded an increase in the number of Haitian births, primarily in border areas and regions experiencing significant migration flows. These include Verón (La Altagracia) with 628 Haitian births, Rosa Duarte (Elías Piña) with 406, Elio Fiallo (Pedernales) with 342, Matías Ramón Mella (Dajabón) with 244, Guayamate (La Romana) with 133, Pedro María Santana (San Pedro de Macorís) with 57 and Bánica with 53.

At the same time, provinces such as La Romana, La Vega, María Trinidad Sánchez, Monte Plata, Monseñor Nouel, Peravia, San Pedro de Macorís, San Juan, Sánchez Ramírez and Santo Domingo have a low rate of births to Haitian mothers.
