End of the capacity building program for the Study and Programming Units 13/07/2026 10:48:13
On Friday, July 10, 2026, the Ministry of Planning and External Cooperation (MPCE), in partnership with the Center for Planning Techniques and Applied Economics (CTPEA), concluded a short-cycle training program for staff of the Study and Programming Units (UEP) of sectoral ministries, aimed at strengthening their capacities and improving the performance of public policies. In her closing remarks, Sandra Paulemon, Minister of Planning, expressed her satisfaction with the successful completion of the program, which was delivered over three weeks with one cohort per week. She emphasized that developing the skills of public administration managers is a key lever for improving the quality of public policies and ensuring better national development planning. She clarified that "The five modules covered are not isolated disciplines, but rather represent the different components of a single public action value chain," explaining that this integrated approach will enable managers of the Public Policy Units (UPUs) to better coordinate the planning, programming, budgeting, monitoring, and evaluation of public policies, within a results-oriented and performance-driven framework. Taking advantage of the closing ceremony, the Minister urged the participants to put their newly acquired knowledge into practice in their respective roles, thereby contributing to a more efficient, effective, and results-oriented public administration. Furthermore, Minister Paulemon announced that the official certificate award ceremony will be held on July 24, 2026, to allow all participants from the three cohorts, as well as the trainers, to attend. Guy Roméo Latry, Director General of the MPCE expressed his satisfaction with the resounding success of this training program, emphasizing that this activity was not merely a training session, but also a genuine forum for exchange, sharing of experiences, and consultation among public administration officials.
