Haiti - Politic : With the ratification of the ICESCR, Haiti has additional obligations 11/02/2012 10:49:42 The Office of Citizen Protection (OPC) took the opportunity to mention the Article 276.2 which states : "Treaties and International Agreements, once approved and ratified in the manner prescribed by the Constitution, are part of the legislation of the country and abrogate any laws in conflict with them." In response to these prescribed our country is faced with additional obligations under a new international mechanism known as Universal Periodic Review (UPR) [Haiti has suffered its first test on October 13, 2011, before the Council of Human Rights, in Geneva]. As part of this process consisting, to assess progress made and challenges encountered in the implementation of human rights. While welcoming these considerable progress and under its mission to ensure the harmonization of national regulations with international instruments to which the Haitian State is a party, the OPC encourages the ratification of two optional protocols of ICESCR and recommends the adoption of the legislative body and of executive provisions for an effective implementation of the ICESCR. The OPC also recommends to the international community to support the efforts of the Haitian State to meet its obligations in term of conomic, Social and Cultural Rights.
