"...This is news that surprises us a lot... On that same folder, the President has already made three reactions ... Initially, the President had made a commitment before the Club of Madrid [...] that he will publish the amended Constitution that would have allowed to make the Permanent Electoral Council, on this point nor the KID or Alternativ have reserve. Later, the President said he will not do it because he was told that there was a trap in that... and this week the Government announced the formation of a Permanent Electoral Council ! This means that Mr. Martelly is once again returned on his decision and that he will perhaps publish the amendment... Everyone knows that this publication, if he do it today, is not consistent with what the Constitution requires... So it seems, that we begin to enter into the crisis unfortunately.
