Haiti - Justice : End of the retreat of two days of the ULCC
The Unit for Combating Corruption (ULCC) concluded this weekend, a retreat of two days at Moulin-sur-Mer. An initiative of the Office of ULCC and of Technical Support Office to the parliament, of the Minustah. Forty deputies and senators had gathered to work on a draft law on corruption. After this retreat, the parliamentarians adopted a resolution affirming their commitment to strengthen the fight against corruption "Us, parliamentarians present that day to oulin-sur-Mer, we are committed to engage the legislative process and to lead it to its conclusion by adopting appropriate legislation to strengthen the fight against corruption in Haiti."
Antoine Atouriste, Director of ULCC declared after the retreat "...it was a very successful meeting, the objective was to arrive to inform parliamentarians on the importance of the mission of the ULCC, on the weaknesses of institutional and operational capacity of the institution. We exposed the complexity of our mission, they understood it. They also affirmed their commitments to strengthen the institutional and operational capacity of the unit that I run and finally they pledged to pass the law..."
For his part, Senator Youri Latortue, President of the Commission Justice and Security of the Senate declared "...we already have a legal framework at the level of the fight against corruption, the legal framework contains two laws, that of 15 February 2001 on the Financial Intelligence Unit Central (UCREF) and the Act of February 12, 2008 on the heritage, and about 11 decrees, whose the decree on the ULCC that you want now change in law [elaborated by the ULCC in 1998 andpresented to Parliament by the Executive since the 48th Legislature], the decrees of the OPC, the CNMP, the Superior Courts of Auditors and the Order on Public Accountancy .
I think that this legal framework is well 'furnished' and now apart this bill to increase the legal framework, we did not need anything else at the level of the Parliament, since constitutionally, we have the role of pass laws, but also that to control, and we exercise it on the governmental action through the Superior Court of Auditors..."
