Haiti - Politic : The Statement of General Policy postponed «sine die»
After two nominal calls, it was impossible to gather a quorum for the opening of the Assembly of Deputies in the lower house [only 44 deputies were present at the appeal] In accordance with the bylaws [Art. 152, 153, 154, 155], the session scheduled was postponed "sine die" by Levaillant Louis Jeune, President of the Lower House. Conflicting information floating around, suggest that the session could take place Monday, last day of work of parliamentarians before the holidays...

According to the Deputy Fritz Chery (Gros-Morne / AAA) "[...] it is clear that the session could not be made [...] we see again that there are big interests that are promoted [...] there are two fundamental reasons that made that the session could not take place today: first there is group of deputies who support the Senator of North Kelly Bastien, at some exceptions, whose name was called as Minister of the Environment."

[HaitiLibre: although the nomination of Senator Bastien has never been officially confirmed by the Executive, (information relayed in some Haitian media), a new rumor suggests that the Executive would have changed his mind about the nomination of Senator Bastien. Following this rumor, members of the bloc North in protest, remained outside the parliament, refusing to submit to the appeal]

Always according to the Deputy Chery, "[...] The other reason is that there is another group of deputies strongly opposed to Ralph Théano [...] they required even before the Prime Minister presents his statement of General Policy, before any discussion, that Ralph Théano is no longer on the list as Minister [...] they consider and deplore, that his job is only to monitor and report... [In summary these deputies consider that Théano is a spy at the service of the Executive]..."

Internal regulations related to the holding of the Assembly:
Article 152. - The Chamber of Deputies can ony validly deliberate if the presence of more than half of Deputies is found at the Legislative Palace. When a quorum is established, it is assumed constant and preserved until the end of the plenary session.

Article 153. - A quorum is established based on the number of signatures certified by the Secretaries Office, on a register made available to the Deputies in the Chamber.

Article 154. - If a quorum is not reached at the opening of the meeting, the President resumes the session within thirty (30) minutes, and proceed to a nominal call of Deputies who did not sign the attendance record .

Article 155. - If a quorum is still not met in thirty (30) minutes a new nominal call is performed under conditions established in the preceding article. If a quorum is still not obtained, the President adjourn the session.
