Haiti - Social : Official launch of the Programme of improvement of public services
The President Michel Martelly, proceeded, Tuesday, May 22, to the official launch of the Programme of improvement of public services. This is a first in the history of Haiti. The ceremony took place at the premises of the National Archives of Haiti, in the presence of Daniel Supplice, Minister of Haitians Living Abroad and of Ady Jean Gardy,Minister of Communication, and Ms. Florence Elie, Director of Citizen Protection.

In his remarks for the occasion, the Head of State expressed his regret about the frustrations within the population by the lack of quality services in public administration. "For the vast majority of the population, mandatory or necessary contacts with the Haitian Public administration are a source of frustration and unsubstantiated expenses. Difficult access to information, long queues, long and complicated procedures, everything seems to be set up to facilitate the not the rendering of public services but the successful trading of parallel networks of 'racketters'." He believes that "this situation of disorder not only boosts the defiance of citizens vis-à-vis the state, but also causes unnecessary loss of revenue and sometimes the issuance of questionable documents."

"In every administration, every office, I urge public servants to think about ways to provide the best service in the best possible conditions for the population. In its experimental phase, this service is available in Miami, Orlando, Cayenne and the Dominican Republic. But from July, it will expand to other territories inhabited by Haitians : uadeloupe, USA, Canada and France, who will be able, without moving, receive in particular their archival excerpts, marriage or divorce and any other document issued by the National Archives, welcomed the Director Wilfrid Bertrand, who explained that this program will also allow to prevent the manufacture and especially the use of false documents, indicating that in the coming days, security paper will be used by the National Archives and immigration services.

Wilfrid Bertrand, recalled that the LAE program was made ​​possible through a collaboration of the embassies and consulates and other partners, including houses of transfers.

During the launch, the Director General of the National Archives honored the Head of State by awarding him the Medal of tri-fiftieth of the National Archives of Haiti. Proud of this honor, the Head of State recalled, that the public institutions must absolutely moves towards the practice of participatory governance and of proximity, that meets modern technology and real needs of the population and he is committed to make every effort to change the image of public bodies and institutions that must move forward...
