3 Senators Wesner Polycarpe, Jean-Baptiste Bien-Aimé led by Jean-Charles Moïse fierce opponent of President Martelly, are at the origin of the convening of 10 Ministers of the Government Martelly-Lamothe.

The Senator Moïse states that "each minister is convened for a specific reason but related to the drift of the administration Martelly" justifying his approach by citing Article 92 of Regulations of the Senate that "allows to a senator, through the office, to convene a member of the government on any matter of public interest," stating that the letters of convocation, were handed in accordance with the procedure to Simon Dieuseul Desras, President of the Senate, on June 11 for the suites provided.
