Haiti - Constitution : The question of the nationality is not resolved...
For the Senator François Anick Joseph (Alternative-Artibonite), the publication of the text amended of the Constitution of 1987, does not solve the problem of multiple nationality "[...] I would like that someone to tell me what the amendment resolves on the issue of the nationality, let me answer, NOTHING. Of course, the amendments nullify Article 15 of the Constitution that said 'The dual Haitian and foreign nationality is not permitted in any circumstances', but there is no place that says that dual citizenship is allowed [...] those who are concerned with the issue of dual nationality, must read the text [...] the amendment does not say that, in fact if you go to the Article 135 in the amendment published , it is said 'To be elected President of the Republic, t is necessary be native-born Haitian and never have renounced to his Haitian nationality and not hold any other nationality at the time of registration' you understand what that means ?

This means that multiple nationality is still not accepted, that is why I invite everyone to read the text, and not to sit on what people say [...] a long time ago a parliamentarian told the diaspora - I resolved your cases, the question of nationality is resolved - I have always said that it was not true to be elected President, Minister, Prime Minister, Deputies or Senators. What is said is that a person who has dual nationality, can be CASEC or Magistrate end point... nothing else ! [...]

They create a society at different speeds [...] In the country there are people who are totally Haitian and a little bit Haitian, now, we Haitians abroad, who are not totally Haitian [...] it is necessary that we do a debate on nationality or citizenship, we must do it in the country, in order to answer this question of nationality that is so far unresolved..."

Article 190ter.1 - To be a member of the Constitutional Council it is necessary :
