Me Hannibal Coffy, on ethics and deontology, said that "the clerk in the judicial system, holds great power but it should not abuse of it. Fievre addressing the role of the clerks declared "The clerk has obligations, the Haitian constitution requires citizens and public officials to learn and train [...] It is not enough to demand wage increases.
