Haiti - Reconstruction : 3 days with the IDB to accelerate projects 19/07/2012 14:13:31 Eduardo Marques Almeida, Resident Representative of the IDB in Haiti explained "[...] We will, in a much more manner look at each project, trying to identify what issues are most important, what are the problems to be solved [...] Our interest is to make advance all projects that we have in our portfolio, in a rapid manner but also with transparency and quality. All disbursements that we do with the Haitian Government, are disbursements that should have a real impact as soon as possible. The objective is to discuss with the Government on the concrete actions that we must put in place so that the disbursement is faster. We have in our portfolio roughly $1 billion in projects already approved by the IDB for Haiti. There is a commitment by the Bank to get approval $ 200 million of new projects every year through 2020. So it's a set of huge projects at the level of investment in all sectors in which we work. [...] Is a portfolio [current] of more than thirty projects. Major projects such as the Industrial Park of Caracol, this is an important investment, we have invested $50 million, last year and this year too. We must go into the details of each project, in everything we do at the level of procurement, in financial management at the level of operation and executions, and in each project, identify for example, what are the things that we can do faster..." For his part, Alfred Métellus, Chief of Cabinet of the Minister of Economy and Finance stressed "...IDB funds the development process in Haiti through programs and projects designed by the various ministries of Haiti. The Government has a plan and a budget and IDB comes in support to the financing of this budget, it funds roads, education [...] invested in water and sanitation etc... this is one of the biggest donors of Haiti. [...] Yes there are difficulties, there are the procedures of the IDB, the problems of no objection that the Coordinators, the Project Directors must obtain from the IDB to advance, sometimes it takes time... There are problems with public procurement that delay and the procedures for preparing tenders, many tenders are unsuccessful and we must resume them etc... But also on the side of our Haitian institutions, there are difficulties in publishing agreements in Le Moniteur, to hire an auditing firm etc... That's why we're here, to discuss all these difficulties in order to speed up the execution of projects, because the improvement of living conditions of the population, will be done through the implementation of these programs and projects..."
