Haiti - Education : Training workshop on public procurement

Monday, the National Commission on Government Procurement (CNMP) has officially launched a training workshop on procurement, which brought together, at the Karibe Convention Center, more than a hundred executives of the State participated.

The Prime Minister, Laurent Lamothe who attended the opening ceremony is convinced that this process is at the heart of the reconstruction of Haiti. The Head of Government believes that this program should enable the government to have, ultimately, of executives qualified, capable of ensuring the procurement and execution of public procurement, due to their mastery of the procedures and standards, in time greatly reduced.

"[...] by 2030, the goal is to make Haiti an emerging country. This wobjective will be achieved if we are able today to set up an environment conducive to private investment and and a regulatory framework that inspires confidence to the potential investors in Haiti," declared the Prime Minister "We all dream of a country 'open for business', where business is done in compliance with laws ensuring fairness and protecting the interests of the state. For this, we need qualified executives at the national commission for public procurement, and actors well imbued of the rules of the game in the private sector [...] there was a training problem, because when the agents were preparing the tender documents, and that they sent them, many were prepared, documents were missing. We decide to do this training for all staff, so they can be well prepared, so they are able to understand the issues. The reconstruction begins with the tenders, and the tenders, to save time, should be well filled [...]"

Marie Carmelle Jean Marie, the Minister of Economy and Finance who was present state "[...] These training workshops are essential because they will also train companies to let them know how to prepare and participate in a market, which folder should be prepared, because things like license, certificate, letter of guarantee etc... are not made at the last minute. They will train the committees that are within the ministries, because each ministry has its own Commission to award contracts, so they will train executives of ministries so that they work better..."
