Haiti - Education : University Consortium, all details
The Inter-University Consortium for the Rebuilding of the Haiti's Education System (CIRSEH), commended by Michaëlle Jean, UNESCO Special Envoy, is a first in the history of Haiti.

Ten universities and higher education institutions in the country are joining eight Canadian universities for the creation of this consortium, whose mission is to work to the capacity building of Haitian institutions of higher education, for the rehabilitation of the Haitian education system.

Speaking on August 16, at the signing of the founding convention of Consortium, the President Michel Martelly declared "I congratulate you, dear rectors of Canadian universities, for this beautiful show of solidarity with Haiti. Your universities in Canada are a model of quality, efficiency and good governance. I hope that these attributes will be able relatively quickly be the subject of a eal transfer of skills to Haitian universities. I also congratulate you, dear Haitian rectors, for your open mind and for the commitment that you are taking through this consortium, you tackle the problems of the refoundation of Haitian education system, beyond your own needs of reconstruction. The development of the country requires that all Haitians are striving to work to rebuild the Haitian school. It is the primary responsibility of Haitians. It is also the sector on which the solidarity of those who claim to be our friends must be exercised primarily."

For his part, the Prime Minister, who attended the signing ceremony, commented on the creation of the consortium: "It is with joy that we celebrate the successful completion of a route where agents of an education to reinvent have managed to rally to their pleading their counterparts in Canada and give birth to together to the Inter-University Consortium for the Rebuilding of the Haiti's Education System. The latter wants to be a valuable combination of resources mobilized in the perspective to accompanied effectively the educational system in the process of reengineering of its various strata, and especially that of the higher education."

Speaking on behalf of Canadian Universities members of the Consortium, at the time of signing of the framework agreement, Ms. Nadia Ghazzali, Rector of the Université du Québec à Trois-Rivières, stated "there is a long tradition of collaboration between Canada and Haiti. It was therefore clear that the Canadian and Haitian universities come to work together to rebuild Haiti's education system. The recent agreement confirming the formation of a university consortium Canada-Haiti can be described as historic, especially due to the large number of partner institutions that mobilize towards a common objective. We will not mpose our models or our visions to our Haitian counterparts. However, we wish to remain attentive to the needs they have identified, in order to better respond to their demands."

Partner institutions :
The CIRSEH, includes the following 10 universities and higher education institutions from Haiti : the Adventist University of Haiti, the Autonomous University of Port-au-Prince, the Episcopal University of Haiti, the University of Notre Dame d'Haiti, the Public University of Artibonite in Gonaives, the Public University of North to the Cap-Haitien, the Public University of Southeast in Jacmel, the Public University of South Cayes, the Quisqueya University and the Faculty of educational sciences Regina Assumpta in Cap-Haitien.

On the Canadian side 8 universities join the Consortium: the University of Moncton, University of Montreal, University of Ottawa, University of Quebec at Montreal, University of Quebec at Trois-Rivières, the Université du Québec, the University of Sherbrooke and the University of Laval.

The founding document of the Consortium also provides the possibility that other institutions of higher education (Haitian, Canadian and of the international community) can join the actual group. Already, talks are underway with American and French universities, for the expansion of the Consortium.

Mandate of the group
The CIRSEH has the mandate to support the Haitian government in the development of its educational system. To do so, it will ensure the transfer of skills between the Haitian universities and non-Haitian. It will promote the twinning of expertise of its member institutions and the strengthening of inter-university scientific cooperation. It will also work to the research of intervention models rooted in the sociocultural reality of Haiti, and economically viable.

The Consortium will also establish a forum for exchange and reflection, to ensure to mmeet to the expectations of the community. In consultation with the Haitian authorities, it will intervene actively with agencies and national and international organizations, to obtain the financial, technical and scientific support necessary to the revival of the Haitian education system. It will ensure also to harmonize the actions in support to the strengthening of Haitian institutions of education, according to the orientations and priorities of the Haitian authorities.

Through its actions, the CIRSEH aims the realization of a series of projects aimed at improving the institutional framework of the governance of the Haitian education system, particularly in regard to higher education. This approach will help to the recovery and development of Haiti's education system for the benefit of the local population and the entire country.
