Haiti - Security : «The army is a complex legacy» (dixit Joazile - speech)
Following the Presidential Order dated August 16, 2012, Jean Rodolphe Joazile, the Minister of Defense, has proceeded Monday with the installation of three members of the Management Council, whose role will be to administer the Office of Management of Military demobilized, they are Mr. Coulange Justafort, General Coordinator ; Mr. Jacques Denis, Deputy General Coordinator and Ms. Marie Clairol P. Alexandre Deputy Coordinator, responsible for administrative and financial matters.

The Minister Joazile gave a speech on the occasion.

"Dear colleagues,
Ladies and Gentlemen,

This corner of earth, whose we are all proud daily was conquered through long struggles and great sacrifices made by the founding fathers of the Fatherland common, Haiti. And without the steps, of these bare-feet that we are, soldiers of yesterday, of today, of tomorrow, of all the time and of all of our existence, we would not have written this illustrious incomparable and indelible epic of Vertières.

Unfortunately, the socio-political crises, economic and even religious due to misunderstanding, selfishness and the collective unconscious, which dominated and still dominate the history of this country, have, over the years fragmented the social fabric and erased the footsteps of our victorious legions in the sacred mountains of history.

And us, soldiers that we remain, we marked the glory and fateful of the Haitian Nation. We should have no regrets and no shame to have been swept away by a wave of history that threw us on the shores of disenchantment. Because the life of a soldier is made of victory and defeat. But it's in defeat that a soldier is armed with courage and magnanimity not to be defeated a second time, because a soldier morally vanquished is a soldier physically defeated.

All this is to say to you, demobilized soldiers, that all is not finished and that you should continue to fight, but on other trails, because because the dhe doors of the history closes and close again on a way to open and reopen on another.

You have given and sacrificed a part of your life for the Fatherland common and often under difficult conditions, without going on the fronts of the war against an enemy. Whatever one may say about us, we have deserved of the Homeland and no one can take away this mark of honor. But today, the greatest enemies to fight for our sacred land are that the extreme poverty, environmental degradation, lack of the means to protect people against natural disasters etc...

Let us take together the new way of the history. The remobilization announced by the President of the Republic will take place. It will be held in strict compliance with the Constitution, it will take place in the order and discipline. This is a further step in this direction that we are crossing this morning, by the installation of this new Commission responsible for the management of the Office of Military demobilized.

Ladies and Gentlemen,

The issue of demobilized military seems to be an old record since it does not date from the arrival of the government, it's rather quite complex legacy which is important for the President Michel Martelly and Prime Minister Laurent Lamothe, who have taken all provisions for a rapid and successful evacuation to the satisfaction of all.

Now please get to work, Ladies and gentlemen, members of the Commission to terminate with the restitution process of demobilized soldiers and at the same time make recommendations to the Government for the retirement of all those military, civilian employees, agents of the Rural Police who have fulfilled the conditions of retirement as provided by the Constitution and by law.
