Initially convened by the President Martelly October 9, 2012, the extraordinary session in National Assembly, which had to rule on a number of important bills https://www.haitilibre.com/en/news-6860-haiti-politic-convocation-in-extraordinary-session-of-parliament.html , was postponed for lack of quorum, to October 11. This second attempt had also failed, still for lack of a quorum [16 deputies and 66 senators), only 13 senators and 43 deputies had responded present.

The Senator Dieuseul Desras Simon, President of the Senate, had then strongly condemned the absenteeism before to postpone the session to October 29 and declared "There is no justification for the behavior displayed by absentee [...] Opponents or partisan of the power in place, it is a moral obligation that have all parliamentarians to answer this convocation."

In a note addressed to parliamentarians, the Senator Desras, appeals to the sense of duty of parliamentarians :

"The President Simon Dieuseul Desras has the honor to reiterate his appeal to your sense of duty to respond to this convocation for the opening of the extraordinary session in National Assembly on Monday, October 29, 2012.

He believes that it is important that you are present because it is a constitutional decision which is one of the prerogatives of the President of the Republic. We all have the obligation, as a parliamentarian, to align ourselves on the constitutional way, which is the principal common point that binds us beyond our differences on the ideological level.

We have no interest to play the game of many of our detractors, which only wish the stagnation of our institution and the misguidance of some of us. We must prove ourselves worthy of our mission and avoid, that our own constituents disagree us.

The President wish that we strengthen the ties and we move together for the strengthening of our institution. He expects you Monday, October 29, 2012 at 11 a.m. for the opening of the extraordinary session in a same patriotic impulse."

Hope that this time, this appeal will be heard by our parliamentarians...
