Haiti - Security : Protection of Haitian Cyberspace
On Tuesday, the National Council of Telecommunications (Conatel), in collaboration with the e-governance unit of the Primature, under the patronage of CICTE, of the Organization of American States (OAS), has opened a two-day workshop, on the cybersecurity in Haiti.

Haitians are using the Internet for personal or business, computers, cell phones and wireless devices every day to talk and send emails, text messages to family members, information to colleagues etc... More and more, we have access to the Internet for banking, shopping, and we do it from anywhere.

Our high dependence on Information and Communication Technology (ICT), makes us vulnerable to Cyberattacks. We do not see them, do not hear them and do not always catch them. They are sometimes mere nuisance, but can also become real threats to our families, our businesses, our digital infrastructure and our country.

The Haitian Cyberspace will become a secure space and regulated through which :

  • The Haitian government will offer a range of social services;
  • The industry and commerce will grow with increased confidence, by ensuring that it is a place where users can play, communicate and work safely ;
  • The civilian population will exploit the advantages offered by e-commerce and many interactive platforms to accelerate economic growth through technological innovation.

Such a strategy, linked to national security is based on three pillars :

  • Securing the government systems (eg Integrated Platform of Haitian Government - The Government will provide the structures, tools and staff required to meet its obligations in cybersecurity ;
  • Establish partnerships to secure critical computer systems external to the Government. In this way, a tripartite partnership "State-University-Private Sector" will strengthen the resilience of the Haitian Cyberspace, including the resilience of critical infrastructure ;
  • Help Haitians navigate safely on the Internet (e-Governance Unit will assist the Haitians users in their efforts to this title.

In summary, cybersecurity is a shared responsibility. Ministries and decentralized agencies of the State, the private sector and international partners have a role to play. For this purpose, it is important to establish imperatively, a national cybersecurity strategy reflecting this responsibility. This strategy would be in the commitment of the Haitian government at the launch at the National Palace, of the Integrated Platform of Government in 2011. Hence the importance of this "workshop on cyber security in Haiti."

Objectives of the workshop :

  • Awareness the Haitian government, telecommunications operators, the private sector and universities on the challenges of cybercrime ;
  • Promote the establishment of a legal framework on cybercrime ;
  • Promote the training of technical experts and to build and strengthen the security of information systems in Haiti ;
  • Develop strategies for national awareness on Cyber ​​Security.
  • Promote the protection of children on the web.

Expected results :

  • Implementation of specific legislation on cyber security ;
  • Creation in Haiti of a Computer Emergency Response Team (CERT);
  • Establishment of the Haitian Agency of the Security of Information Systems ;
  • Creation of a Partnership Government-Private Sector for a comprehensive and integral strategy of cybersecurity ;
  • Delaration of a week of National Cyber ​​Security Awareness ;
  • Official integration of Haiti within regional and international bodies in the field of cybercrime ;

Target audiences :
The Presidency, the Primature, the Ministry of Defence in Haiti, the Ministry of Justice and Public Security, the Ministry of Interior and local authorities, the Ministry of Economy and Finance, the Haitian Parliament ; operators of telecommunications services / Private Sector Haitian, the Haitian Banking Sector and Universities.
