Haiti - Agriculture : Recovery Plan for Agricultural Production (North and Northeast)
In order to communicate to the to stakeholders and farmers, the investments planned by the Government in the departments of North and North-East and give clear signals to the operationalization of Recovery Plan for Agricultural Production, the Ministry of Agriculture unveiled the government's objectives.

According to the agronomist engineer Fresner Dorcin, Secretary of State for Plant Production, it will be to increase of 50% the income "per capita" in rural areas, to promote the creation of 200,000 jobs in sustainable agriculture, to encourage emigration by promoting the creation of more jobs, to strongly encourage entrepreneurship in agricultural of youth, reduce of 25% the food dependency to achieve a self-sufficiency rate of 60%, improve the productive potential through the development of infrastructure and the equipment level of the sector, to double exports of agricultural products, to increase of 5% the vegetation cover, to reopen the farms, enhance production through research and the securitization of markets, encourage investment in the agricultural sector by creating a favorable macroeconomic framework, an appropriate legal framework and financial facilities (credit insurance etc...) finally of strengthening our leadershipon the sector and its effectiveness in the development and implementation of programs. The motto of the ministry team : "Very few words many actions."

The plan's vision is to provide the country with modern agriculture, productive, competitive and able to meet the needs of the population, create jobs and generate foreign exchange. In other words, an agriculture able to contribute to sustainable growth of the Haitian economy.

In this recovery plan, the Government aims to :

  • A territorial approach modulated in accordance of the potential and specificities of the different agro-ecological zones of the country.
  • A watershed approach from the top to the sea and advocating an intelligent interaction between upstream and downstream.
  • A value chain approach with an emphasis on the organization of actors.
  • A market orientation : the needs and demands of the market (indoor and outdoor).
  • A public/private partnership, seeking active and constructive dialogue between the different actors in the context of inter-professional devices gathering around the same table state, private sector, producer organizations, regardless of the destination of the product (domestic or export).

The agronomist-engineer Joseph Vernet, Secretary of State Agricultural Recovery, considers that it is necessary to reactivate the agricultural centers [48 in total in the country]. "We have a exceptional microclimate where we can produce all year round."

The total amount for the recovery plan 2012-2015 is estimated at 41,278,510,000 Gdes. For 2012-2013, the investments planned by the Ministry of Agriculture in the North and Northeast, amounted to 1,713,700,000 Gdes divided between agricultural infrastructure, the sectors of food security and institutional strengthening.

For his part Dr. Michel Chancy, Secretary of State for Animal Production has highlighted the problem of alluvium that kill livestock, the veterinary agents who are not civil servants. It is necessary to have, according to him, 5 to 10 agents by communal section but also control cattle theft, identify points of slaughter and identify appropriate locations. He mentioned among other things a national program of identification of bovine (Ring + Number + Carnet). Moreover, with the municipal communities, the Government plans to distribute two goats per family and each family will help other families and so on.
