Haiti - Environment : Heavy rain, the situation (+ PM message)
Following a cold front combined with a surface trough, heavy rains poured for hours on the night of Thursday, November 8 to Friday 9 November, on several departments of the country, especially in the North. The departments most affected are the North (Cap-­Haïtien, Limonade et Quartier-­Morin) and the Nippes (Baradères, de Fonds des Nègres, Miragoâne, Petit-­Trou, Plaisance and L'Azile).

According to forecasts of the National Centre of Meteorology, isolated thunderstorms, rain generalized still remains possible throughout the country on the evening of Friday and Saturday.

Partial assessment Friday 6pm
The assessment established Friday, November 9, from information provided by Coordinations of the DPC, departments of North, Northeast, Northwest and Nippes, indicated 10 victims (5 children, 4 adolescents, 1 adult). Most of the victims lived on the banks and in the beds of ravines and were surprised by the flash floods caused by heavy rains. One person is reported missing 1.573 people housed in 14 shelters, whose 1.335 people in the North, including at least 276 children and 35 pregnant women.

The situation by Department affected :

DEPARTMENT OF NIPPES :
Baradères : The city center of the municipality of Baradères is completely flooded. Fonds des Nègres : Floods reported at 4 communal sections and downtown. All the rivers are in spate. 711 houses flooded. Collapse of the wall of the agricultural farm. Miragoâne : A missing person on the side of Lhomond. The locality of Demizaine is completely flooded. Plaisance : A house destroyed in the city center, the Cholera Treatment Unit is flooded. The dirt roads leading to the city center are significantly degraded. L'Asile : The rivers Serpent and Despins are flooding. The third section of Tournade and the 4th section of Morisseau are inaccessible. Petite-Rivière :The river of Dupuy is in flood. Paillant : GLandslide in Jean-­Louis (1st section Salagnac). The road of Paillant is degraded.

DEPARTMENT OF NORTH :
Cap-Haïtien : 1st section Bande du Nord : 20 houses flooded, 1 destroyed and 90 people in temporary shelters (Fort-­Bourgeois). The road connecting the down town of Cap-­Haitien and Labadie is cut at the level of the town of Ducroix and of Fort-­Bourgeois. A victim following the collapse of a house. 2nd section Haut du Cap : 220 houses flooded, 12 homes destroyed, 220 people in shelters and 9 victims, including 5 children. 3rd section of Petit-­Anse : 250 houses flooded and 573 people in shelters. Downtown Cap-Haitien : Quartier de Carénage, 50 houses flooded and 267 people in shelters. Limonade :Floods in 1st section of Basse Plaine and the locality of Bord de Mer de Limonade. Approximately 130 houses partially flooded. Quartier Morin : 50 homes flooded in the city center, 40 people are accommodated in temporary shelter.

DEPARTMENT OF NORTHEAST :
The main rivers are in flood. Anse-à-Foleur : Beginning of the flood recorded in the districts of Nan Jaden and Bas-Bourg. Several families were evacuated.

Message from the Prime Minister, Laurent Lamothe
"Haitian people,

Following the floods of the last 24 hours occurred in several departments of the country, including the North, I would like here, on behalf of the Government of the Republic to express my support to the affected population now living through difficult times. My thoughts are naturally for the affected and the families of the disappeared. May God accompanies them in this difficult time !

For the moment, and following my instructions, the coordination of response actions is provided by the departmental delegations, the various town halls of the municipalities flooded and the technical units of the PC. All members of the government are also mobilized to assist families in need.

A distribution of 20,000 additional baskets of solidarity, will be ensured immediately by the FAES in favor of victims. The Government has also ensured that the delegations have sufficient resources to deal with this emergency situation.

This event confirms the extreme vulnerability of our country and the consequences are, unfortunately, still considerable.

We continue to assess the situation hourly and to identify all flooded areas to continue to make the necessary arrangements.

Also, I renew my sympathies to the people affected by this bad weather and I give the assurance that everything is already implemented in order to help and support them.
