Haiti - Social : The Government will assist 25,000 people with disabilities

Sunday, during the ceremony commemorating the International Day of People with Disability [3 December 2012] Marie Carmelle Rose Anne Auguste, Minister Delegate to the Prime Minister for Human Right and the fight against extreme poverty thanked and congratulated Gérald Oriol, Jr., Secretary of State for the Integration of Disabled Persons for the organization of this wonderful event has declared "[...] I would like to reiterate the Government's determination to ensure that the most vulnerable groups in which recruit disabled are at the center the efforts made to bring to the deprived populations the minimum of subsistence and the basic social services that reflect the respect of their fundamental rights.

In this regard, it is important to highlight the initiative of the administration Martelly-Lamothe to execute as part of the program 'Ede Pèp' a component of assistance to 25,000 disabled, in the form of cash transfer. This project will be implemented by the Fund of Economic and Social Assistance in fiscal year 2012-2013.

This approach is expected to support other actions aimed at make autonomous people with disabilities by providing them with a framework for development where they can develop their creativity and develop their potential, in order to liveof the benefits of their labor with dignity. Because we are currently working to put permanently, the disabled person, away from the symbolic violence consisting to see in it a being weak and incompetent, condemned to live at the expense of others, because of its reduced motility or visual and auditory limitations. This reductive perception of capabilities of the disabled long maintained is a factor of ignorance of their rights to personal development and to their integration in society as a full member.

The environment in which we are evolving, due to its vulnerability constantly increased and of social climate marked by insecurity and non-compliance with standards in public life, makes of us all of 'handicapable' (that can become disabled) at any time. The problem of the disabled person joins a global concern of society, that challenges the State, as well as each of citizens.

That is why [...] my Office promotes a constant plea for new spaces for enjoyment of fundamental rights to be created for the benefit of people with special needs, not just because they deserve our compassion and support, but because they are holders of rights that the State is obliged to guarantee. In this context, the Government reiterates its commitment to the integration of people with disabilities, one of the pillars of its policy of social justice [...]"
