Monday afternoon, 18 students from the first promotion of the École Nationale d'Administration Publique (ENAP), after three years of study, have received their master's degree, during a graduation ceremony, held at the Hotel Montana, under the honorary chairmanship of the Prime Minister, Laurent Lamothe and many Haitian and foreign personalities. This graduation is part of the signing of a tripartite agreement Haiti-Canada-Quebec of Project for the Strengthening of Public Management (PARGEP), funded to the tune of $7.8 million, which aims to revitalize and modernize the Haitian government. Addressing the new graduates, the Prime Minister declared "My presence reflects a strong commitment of my Government to place at the center of reform of the State, qualified human resources whose the Public Service much needed [...] I am very proud of you [...]" Canadian Ambassador accredited in Haiti, Henri Paul Normandin, said that "every positive step like that, leads the Haitian public administration towards efficiency and access to services for the population," "while stressing that the establishment of a modern and efficient administration, requires time, continuity and a seamless leadership. For his part, Jean-Stéphane Bernard, Quebec Government Representative, noted that "this project has required the mobilization of human resources Quebecers the most experienced and most competent, in order to properly contribute to the strengthening of the senior civil service in Haiti."
