Haiti - Economy : Inauguration of Haitian Bureau of Standards and of Metrology Laboratory
This Friday, the Ministry of Commerce and Industry (MCI), in the person of Minister Wilson Laleau and the delegation of the European Union represented in Haiti by Ambassador and Head of Delegation Mr. Javier Nino Pérez, have proceeded to the inauguration of the Haitian Bureau of Standards and of Metrology Laboratory, on the premises of Ministry [Park Sonapi].

The Haitian Bureau of Standards (BHN) and the Laboratory of Metrology are the foundation of a technical infrastructure relating to the quality and to the evaluation of the compliance. These two entities are essential to ensure that the products and services provided to citizens meet minimum specifications in order to protect them against fraudulent business practices, protect their health and the environment. hese structures should contribute to improving the competitiveness of domestic firms and facilitate smooth integration of the country in regional and international trade because the standards and procedures for the conformity assessment may constitute non-tariff barriers to trade.

This inauguration is part of the program of support to the Ministry of Trade and Industry (MCI) of the EU, with a total of 4.5 million euros, around a central objective of institutional support of MCI , to make of it a key player in the design, coordination and implementation of the trade and industrial policy of the country. The support to the implementation of the Quality Infrastructure in Haiti, whose this BHN is the keystone, constitutes a major focus of this special partnership between the MCI and the European Union.

To implement the BHN and Metrology Laboratory, MCI has benefited from technical and financial support of several cooperation partners: EU, UNIDO, MINUSTAH (financing of the construction of metrology laboratory) , the German Institute for Standardization (PTB), Brazil (training of executives in metrology).

Standardization has become an indisputable reference of the quality through certification of compliance with standards, both those related to product characteristics than those describing management systems. It helps to know the expectations of consumers and market practices. As such, it is an essential element of economic development.

The BHN must through its participation in international standardization activities to ensure the establishment of regional and international standards that meet the needs and specifications of Haiti and follow market trends. It must ensure the dissemination of standards in order to make benefit the sectors of the advantages of their application.

The metrology laboratory will provide services to control agencies (legal metrology) and to the economic operators (Industrial Metrology) in order to ensure fairness in commercial transactions, improving the quality of health and safety of the population.

Measuring instruments used in the Haitian market will be subject to the supervision, inspection and calibration on a regular basis and a certification body will be set up for licensing the use of measuring instruments.



On the occasion of the inauguration of the Haitian Bureau of Standards (BHN) and of Metrology Laboratory, Javier Nino Perez, Head of the Delegation of the European Union in Haiti declared "[...] The Haitian Bureau of Standards (BHN) and the metrology laboratory, to which we are witnessing the inauguration, is the keystone of the national Quality in Haiti.

These are two tools in the hands of the Ministry of Trade and Industry, to enable it to play its leading role in the inter-institutional coordination that is needed in this field, essential to the promotion of a modern economy and performance.

This is a decisive step for the entry of the Haitian economy in the era of quality and competitiveness of its products, both industrial and agricultural.

A milestone is expected by both the Haitian consumers who will see guarantee the quality of products offered to him, that for all economic operators in the country who will find a springboard for better an better access to products 'made in Haiti' to foreign markets.

[...] The European Union is proud to have brought his stone to this edifice, by supporting the establishment of the Haitian Bureau of the Standards under the auspices of MCI, in partnership with Organization of the United Nations Industrial Development Organization (UNIDO), whose I applaud representative - Bernard BAU - here now.

This program of support to the quality is a major focus of the partnership between the European Union, the Ministry of Commerce and the private sector in Haiti. But it is not the only [...] I'm not going to engage in an exhaustive inventory of these programs [...] But know that in total, there are nearly 10 million euros that the EU has already planned to spend to support trade and private sector in Haiti for the next three years.

[...] We do not intend to stop there. Just yesterday, the Minister, Wilson Laleau, and I have thus reached an agreement of principle for an additional support of the European Union, amounting to more than 5 million Euros dedicated to the development of agro-industrial parks across the country [...]"

The main missions of BHN are :

  • The production of standards and reference standards, in this regard, it proposed the creation of technical standardization committees, it publishes and disseminates standards...
  • Training on the standards and their technical implementation
  • The certification of conformity to standards and the normative references
  • The creation and management of quality signs (marks, labels...)
  • The representation of Haiti in the national, regional and international bodies of standardization
  • The organization and coordination of activities of certification and metrology

The Metrology Laboratory's main mission are :

  • Verification, calibration and/or adjustment of the measuring instruments used in trade and industry
  • Certification of measuring instruments
  • Certification of measuring instruments
