In an open letter, the Minority group of Deputies "Parliamentarians for Institutional Strengthening" (PRI) announces one of the most difficult legislative session, particularly for the Chamber of Deputies. The PRI reproach to the Group of the majority favorable to the Government "Parliamentarians for Stability and Progress" (PSP), to having taken the control of the Bureau and all parliamentary committes.

In its letter, the PRI explains "[...] the Group PSP, in addition to grab all the positions in the Bureau of the Lower House ; which is not illegal but inelegant and greedy ; also monopolizes the direction of the 12 standing committees of the institution essential to the effective and efficient functioning of the Haitian Parliament. But Article 44 of the Rules of Procedure of the Chamber of Deputies requires to the Bureau to form each year at the beginning of the first regular session and on the proposal of Group Presidents, the Standing Committees, by taking great care to reproduce in each of them, the political composition of the Chamber of Deputies.

The Group PRI, through its President, proposed to the Bureau that is granted to it the Presidencies and Secretariats of Commissions Public Health and Population, Planning and External Cooperation and Ethics and Anti-corruption that its members ensured already in the previous legislative year. It also argued that the presidency and the secretariat of the Ethics and Anti-Corruption is for the PRI, since the presidential group will not be able really to control the government that it supports unconditionally, or the administration of the Bureau composed solely of its members. But none of these proposals have been taken into account [...]

Therefore, the Group PRI, despite its commitment to participatory democracy, has not thought fit and worthy of its partto propose of members for the formation of the Bicameral Commission, called to decide on the choice of representatives of the legislative branch in the body that must organize the next elections. Our position is all the more justified and reasonable, that this question has not even been submitted or debated to the Assembly [...] Also we declare null and void, the illegal formation of the standing committees, as well as the appointment of 9 deputies to be included in the Bicameral Commission [...]"
