Haiti - Politic : Serious disagreement on the composition of the Bicameral Commission

The composition of the Bicameral Commission responsible for appointing the 3 representatives of the legislative branch (Parliament) at College Transitional of Permanent Electoral Council (CTCEP) is the cause of a serious disagreement between the two chambers.

Monday, the Senator William Jeanty, Member of the Bicameral Commission was surprised of the designation of 9 deputies instead of 4. Moreover, he regrets that 8 out of 9 members belong to the Majority bloc pro Martelly "Parliamentarians for Stability and Progress" (PSP) [The 9th member, Danton Léger sits as an independent] "Until now, the office of the Senate is not yet officially informed of the choice of Lower House [...] It is by the press that we have learned that 9 deputies have been designated to serve on the Commission [...] The Senate can not come in such a case. There is also 3 Senate candidates in their choice, but also other suspicions. The Bicameral Commission should be purely and simply parity, that is to say composed of 4 deputies and 4 senators."

Recall that Article 6 of the agreement signed on December 24 between the legislative and the executive, is very clear and stipulates the establishment of a Commission bicameral of parity.

In addition, Senator Jeanty believes that his fellow deputues should as did senators, integrated into the Commission, representatives of different sensibilities.

According to the Senator Jeanty, the government exploits the deputies, because the Executive has no plans to hold elections in the shortest time and that the will of the Head of State is to make Parliament dysfunctional, to facilitate the establishment of a totalitarian regime and determines its participation in the Commission, to a redefinition of its composition.

For his part, Simon Dieuseul Desras, President of the Senate, declared that the Upper House was ready to accept 5 names and threatens to remove the Senate of the Commission, if within the deadline of 48 hours, which expiry tomorrow, Wednesday, the Senate did not receive a list of 5 members maximum otherwise, he says "The Senate will wash their hands in this case and will leave the responsibility of organizing the elections to the Executive and to the presidential majority in the Lower House."
