Haiti - Politic : Bicameral Commission, false start...
The installation of the Bicameral Commission, scheduled for Thursday has been postponed to Monday, February 18. Recall that following the ultimatum issued by the President of the Senate (ultimatum ignored by the Lower House) concerning the imbalance of Commissioners on this Commission (9 deputies and then 4 Senators), the Lower House had sent to the Senate a new list more "reduced" of 7 deputies. In response, the Senate had then brought the number of Senator also to 7, in order to have a parity in the Commission. However, the addition of these 3 senators provoked a reaction of deputies, which now wants to add two new names to their list to have 9 Commissioners [and thus maintain control of the Commission] against 7 Senators...

However, according to Jean Tholbert Alexis, President of the Lower House, the postponement of the installation session of the Bicameral Commission is not related to the number of Commissioners, but a problem of quorum Thursday morning, following a problem of coordination in the hour... The Deputy Alexis explained Thursday "[...] There was a small problem at the level of time, it was question of 9am-9.30am, there was only few deputies and senators, we did not really coordinated time, but we just aggred [...]

There is no problem of 9 or 7 (deputies and senators) [...] I think they will sit when the Commission will be installed, so that we may be able to interpret the agreement [...] but, the Parliament will be united, it will be one. There is no problem of 9 effectively, because I do not have to rule on the amount of senators. The senators have the right to put as many people, I do not think this is the problem. The terms of reference they are the ones who are the most important [...] I do not see why the press is so interested to have a number, the problem does not arise in the number [...] the parity basis, I have not seen it, Article 6 says : according to parliamentary procedures [...] what is the most important today, for the President Desras and ourselves, is to have no discomfort in Parliament is to move forward together, as I said, it is transient thing, we are not yet arrived in this phase..."


Remains to be seen if the imbalance of Commissioners on the Commission, which appears in the eyes of the President of the Lower House, not to be a problem, will not become the next week, the beginning of a new series of delays, see a new crisis.
