Haiti - Politic : Summary of the 11th Government Council
Wednesday at the 11th Governing Council, which was held to the Primature, the Prime Minister, Laurent Lamothe congratulated the Ministry of Communication and Foreign Affairs for the success of the 24th Intersessional Meeting of the Summit of Heads of State and Government of CARICOM, held on 18 and 19 February.

Concerning the corruption, the Prime Minister recalled that "Our administration will not tolerate corruption..." to this end, he announced that the budget of the Unit for Combating Corruption (ULCC) has been increased by 40% in order to fight against this problem. For his part, Antoine Atouriste, the Director of the ULCC, explained that a new law is currently before Parliament for revision of 8 articles.

The Prime Minister has also pledged to protect the population from fraud in the cost of public services, such as the Directorate General of Taxes (DGI) or Immigration.

Marie Carmelle Jean Marie, Minister of Economy and Finance presented its report on investments during the National Carnival Cap-Haitien, which was held on 10,11 and 12 February.

Thomas Jacques, Minister of Agriculture, Natural Resources and Rural Development, has provided an analysis of 850 million gourdes disbursed under the State of Emergency, following the passage of Sandy on Haiti last year, this budget has been allocated specifically for the control of the impact of weather on the agricultural sector.



Jacques Rousseau, Minister of Public Works Transport and Telecommunication presented for his part, the advancements of road improvement projects across the country, "road improvements are palpable and of remarkable manner, particularly on the axis Port-au-Prince / Cap-Haitien"

Laurent Lamothe, during the Council suggested to use the model of project management, applied for Carnival, specifically for Jérémie.

Andress Apollon, he Director General of Electricity D'Haiti (EDH) presented its plan for the electrification of the Carnival of Cap-Haitien, in less than a month the EDH teams have placed 300 street lamps and 100 projectors throughout the city so that the Festival-goers can walk safely ; building 2km circuit to power stands at the edge of the sea ; 2.5 km circuit heightened along the street to accommodate the height of the musical floats and installed a emergency generator of 1.3 MW at the central Marti to respond to an increase in peak demand. "All the improvements, repairs and electrical rehabilitation will remain as permanent infrastructure for Cap-Haitien," clarified the Director, indicating that "the slight decrease in hours of electricity recorded between January and February 2013 is caused by work being done to Péligre [...] work in progress in Péligre are done for the good of the plant but also for the irrigation of agricultural land," noting that since February 6, 1.655 streetlights are being installed in all communal sections of the country.

Vanneur Pierre, Minister of National Education and Vocational Training, indicated that an audit is underway to eliminate corruption and theft in the Universal Schooling Program Free and Compulsory (PSUGO), indicating that 65,183,300 Gourdes ave been disbursed to date for 2.414 public schools in favor of 651.833 students across the 10 departments.

The Prime Minister also reminded to Ralph Théano, Minister Delegate to the Prime Minister for Relations with Parliament, the importance of vote of 40 laws tabled in Parliament, among them, the National Fund for Education (FNE).

Laurent Lamothe took advantage of this 11th Government Council, to present his report on the meeting of the Conference of Heads of State and Government of CARICOM.

Josette Darguste, the Minister of Culture, announced a major event scheduled for March 8, International Women's Day, which will honor women writers.

Bernice Fidelia, Minister of Haitians Living abroad has presented its plan to keep the diaspora informed of services offered.

Wilson Laleau, Minister of Trade and Industry, explained the importance of CARICOM for Haiti and the Haitians, including the "openness to investment."
