Haiti - Reconstruction : Monitoring of the progress of some work

Friday, the Prime Minister Laurent Lamothe, as Minister of Planning and of External Cooperation, in the presence of several deputies concerned with the work in progress in their region, attended the presentation of the progress of some works executed by the Dominican firm Estrella and the firm LGL.

"[...] This working session, goes through a series of meetings, we do to improve processes, payment, studies and accelerate sustainable development projects in the country," declared Laurent Lamothe.

"Today [...] we met the Dominican firm Estrella and the firm LGL. Estrella has grosso modo 18 infrastructure projects it carries out in the country, the new viaduct that is done on the road of Delmas and on the road of Carrefour are made by them as well as the Road of Cap-Haitien [...] They also make temporary shelters and several other roads in the country.

I needed, first a progress report to ensure that projects are not blocked. Indeed, several projects are blocked due to expropriation, so we changed the procedure for expropriation [...] to make things faster, so that you can feel the changes are made much faster. So this is already a first progress. Then we met the LGL.

We will meet each week, 2 firms and thus meet all firms to ensure that they are satisfied with the level of disbursement and ourselves, we are satisfied with the degree of advancement, and if there are sticking points, so that we can quickly identify them [...]

We work closely with the deputies so that they may see what is done for their constituencies, any of these projects are for the Cap-Haitien, so we have the deputy Kenston Jean Baptiste, who was present as the Deputy Cholzer Chancy, of Ennery where many projects are carried out.

This gives us an overview of all projects that are carried out across the country [...] the reconstruction of the country began to be made, and we must ensure that it will continue and not stop [...] I did a lot of meetings with these firms to ensure that the projects are progressing at the speed we want [...] we want to do all things in all the transparency possible, so that the population be able to see and follow what is being done [...]

The second important point is how many jobs are created and we asked the Dominican firms to employ many Haitian labor, and in cases that are possible, sub-contract with Haitian firms, this is what we discuss with them also.

They made me know that Estrella has created 1.200 jobs in Haiti, we asked them to expedite the creation of jobs and to ensure among operators, that the majority of their employees are Haitians to reduce unemployment and especially that they provide quality service that the Government request.

We also asked them thatr the roads are no longer made without signaling [...] that the sidewalk are also makes [...] that the work be done under proper conditions [...] that all contracts are performed in transparency so that all things happen and that people are satisfied with the results..."
