Haiti - Politic : The Executive request a copy of the power of attorney of Senator Andrys Riché 20/03/2013 12:36:06 Text of the Letter : "Mr. Vice-President of the Senate, the President of the Republic received the letter dated March 15, 2013 by which the presidents of the Senate and the House of Representatives have notified him the choice of the Bicameral Commission responsible for appointing the three representatives to serve on the College Transitional of Permanent Electoral Council (CTCEP). Having found, unlike usual, that the President of the Senate has not himself signed this letter of transmission, the President of the Republic would like, in order to complete the file, obtain the 'power of attorney' by which you have been authorized to sign on his behalf. Aware that you will appreciate the correctness of this approach, especially with regard to electoral matters, the office of President of the Republic takes this opportunity to renew to Your Excellency the Vice-President of the Senate, the assurances of its highest consideration. Ann Valérie Timothée Milfor Chief of Staff" The Senator Simon Dieuseul Desras, President of the Senate confirms that the Senator Andrys Riché had been mandated "The vice president asked me the mandate to finalize the process in my absence in order to move forward in this file [...] So I him sent a mandate 'power of attorney' given with my signature [...] We are not challenging that Senator Andris Riché has signed for the choice of three representatives [...]" However, the Senator Desras, believes that the Executive had no right to make this demand, because the Senate had not challenged the letter signed by Senator Riché. Currently, 6 of members to serve on the CTCEP are known and confirmed : For the Legislative Branch : Marie Clunie Dumay Miracles, Néhémy Joseph and Pierre Simon Georges, For the Judiciary : Applyx Félix, Carole Floréal Duclervil and Léopold Berlanger It only remains to know the names of the representative of the Executive to implement the CTCEP. Recall that the Executive can under, Article 4 of the December 24, 2012 proceed with the replacement or renew of one or several of its representatives appointed to the Permanent Electoral Council [Josué Pierre-Louis, Gustave Acacia, Raynaldo Brunet]. "Article 4 - In the framework of this agreement, the Executive, if circumstances require, may obtain the withdrawal of one or all of its representatives already appointed and installed to the Permanent Electoral Council."
