Haiti - Security : Reduction of 30% of staff of the Minustah by 2015 if...
The report of the Secretary-General on the United Nations Mission for Stabilization in Haiti (Minustah), presented Wednesday at the Security Council by Nigel Fisher, Acting Special Representative of the Secretary-General and Interim Head of the Mission, contains in annex, the Plan of consolidation 2013-2016 of the Minustah, according to which the Mission should focus over the next three or four years, on the essential tasks of its mandate (electoral capacity, the Rule of Law and Human Rights, and key issues related to governance), which will allow to gradually reduce its civilian and military staff.

Subject to security conditions remain stable, that the training and the regional deployment of staff of the National Police comply with the provisions of the Development Plan for the period 2012-2016, that the Haitian authorities are able to provide logistical and security necessary for the holding of elections, the Minustah should reduce its workforce by approximately 30%, by the presidential election in 2015.

Because of these reductions, the security activities of the minsutah, will be more focused and selective and will come to support the interventions of the Haitian National Police, in specific geographical zones and for particularly important tasks. This geographical refocusing, require efficient means of transport, inexpensive and flexible.

Key benchmarks underpinning the consolidation (refocusing) of the Mission’s national police development efforts include :

"a) At least 1,000 additional officers per year, in order to reach a minimum strength of 15,000 officers by the end of 2016;
b) A functioning Police School for promotions, in addition to a separate Police Academy to train mid-level and senior-level officers;
c) Presence, by 2016, of no less than one third of national police strength in the regions beyond the greater metropolitan area of Port-au-Prince and strengthened and professional mobile crowd cont rol capacity in all the regions;
d) The ability of the police to effectively manage itself (including personnel, finance, logistics, asset management and procurement functions) without Minustah or donor assistance;
e) Developed critical specialized capa city (including criminal investigations, operational capacity, border policing, coast guard functions and corrections);
f) Increased proportion of the State budget allocated to the national police, as provided for in the development plan."
