Haiti - Security : Action Plan of the Ministry of Defence (2013-2016)

With no hegemonic aims nor declared enemies in its immediate geographical environment but before the obligation to respond to major issues and challenges faced by almost all States including : the control of their borders, the protection of their population against natural hazards and/or provoked, the fight against transnational organized crime and terrorist attacks in all its aspects, the Haitian Government through the Ministry of Defence, projects a "Modern Vision, appropriate and realistic of the defense of its territory", described in its Action Plan 2013-2016.

Given the government's vision, 5 main strategic axes are defined in order to constitute a "Civil Defense Shield" capable of providing effective national responses by controlling the territory and by the protection of the population against all forms of threats, natural and/or provoked :

Defense of the territorial integrity by the control of land, sea and air border ;
Fight against Transnational Organized Crime ;
Fight against terrorism and cyber terrorism ;
Protection of the population against all kinds of aggression and all types of natural disasters and/or provoked ;
Environmental protection against all kinds of threats and risks (by the forest monitoring, restricted areas, watersheds, mangroves and mining).

The operational framework of the plan focuses on a series of initiatives to promote and is organized around 5 priority components presented in the Action Plan of the Ministry of Defence, defined as being "The Great Projets of Defence", which define the operational scope of programs and projects to come namely :

Corps of Engineers
Mixed Mandatory Civic Service
Environmental Guard (Ranger)
Medical-Sanitary Unit
Border Guard

This plan provides a strategic framework of action, which sets for the next 3 years, the issues to resolve and measures to promote.
