Haiti - Politic : Creation of CTCEP between warning and skepticism...

Monday, the Senator Simon Dieuseul Desras, President of the Upper House, has welcomed the publication of the presidential decree confirming the appointment of 9 members and the formation of the College Transitional of Permanent Electoral Council (CTCEP), whose the specific mandate is to organize the upcoming senatorial, municipal and local elections.

However, he warned against all maneuvers aimed at delaying the holding elections "It is necessary that the Advisors are installed in the best time that the electoral machinery is set in motion to organize fair elections credible, democratic and inclusive, before the end of 2013."

Mirlande Manigat, Secretary General of the "Rally of Progressive National Democrats" (RDNP), also welcomes the publication of this decree, which she describes as a step forward, however she remains perplexed, wondering if the Executive will take the technical, administrative and financial arrangements so that elections can be held this year.

For his part, Turneb Delpé, the President of the Convention of political parties, called party leaders to be vigilant to prevent any form of manipulation of power.

The Deputy Sorel Jacinthe, spokesman for the Inite platform takes note of this publication and also warns the Executive against any attempt to manipulate the process. While pointing out that there are still many steps before reaching the elections, he appeals to a better organization of the opposition to defeat the pro-Martelly candidates stressing the need to "déchouquer by the elections," the Martelly regime.

For its part, the National Election Observation Council (CNO) takes note of the appointment of 9 members of CTCEP. For Joachin Belotte, Secretary General of the CNO, "It remains clear that this action is an important step in the march towards the re-establishment of democratic institutions. However, the CNO would like to remind to all stakeholders in the electoral process, to accurately measure the impact of the upcoming elections to come [...] The CNO promises to accompany the CTCEP, through its observation mission and of awareness, in order to encourage greater citizen participation and transparent, fair and credible elections."
