Haiti - Elections : The CTCEP can not guarantee the Holding of Elections in 2013
Thursday, Emmanuel Menard, President of the College Transitional of Permanent Electoral Council (CTCEP) [installed since April 19, 2013] announced at the first press conference of the Electoral College, the formation of a Commission composed of six members responsible of the elaboration of the draft electoral law, to reflect on the order of 2008 and the general regulations and the estimation of budget for the next elections.

Concerning the elaboration of the draft electoral law, the President of CTCEP invited political sectors, of the civil society and human rights organizations, to make proposals in the context of the development of this draft bill.

"We are working on the document of the electoral budget to organize the next elections, we are not able to say how much they will cost. But the government and our international partners are ready to finance these elections." The cost will depend partly on technical means and human resources involved explained Emmanuel Menard, also in order to reduce costs and minimize the influence of the international community, he asked the associations, youth groups, students, employees in the public sector to fulfill their civic duty by working without pay as members of polling stations. "We must make every effort to repatriate our sovereignty electoral," stressed the President of CTCEP. Recall that the last elections have cost $29 million !

Concerning the possibility of the introduction of electronic voting Emmanuel Menard indicated "We believe dispatch missions in countries where experience is gained. Certainly, there are advantages and disadvantages. When we will have at our disposal a comprehensive report on the matter, the Council may decide whether electronic voting will be adopted [...] If we can implement this system this year, we will publish the results faster, in all transparency."

Regarding the holding of election this year, he said that members of CTCEP were not able to give such a guarantee and that before to think about an electoral calendar, advisers must should be aware of issues "We are doing a full and complete evaluation of the institution and take steps to improve its performance [...] We have taken precautionary measures [...] we terminated more than a hundred contracts [...] some will be renewed and new contracts will certainly be signed."

Emmanuel Menard believes that the organization of the next elections before the end of the year is a necessity for the country does not fall into a new political crisis.
