Haiti - Justice : Electronic dissemination project of the Haitian jurisprudence 16/05/2013 11:03:17 "The Barreau du Québec is very happy to give a boost to justice in Haiti [...] A functioning legal system is a crucial tool in the reconstruction of a country because it contributes to social stability and can prevent civil unrest [...] Our contribution to the dissemination of the Haitian jurisprudence is for us a way of reminding the importance of the rule of law in our society, as well as to support our Haitian colleagues in the practice of the profession," declared Me Nicolas Plourde. For Me Claude Provencher, "This is another action that the Barreau realized in the framework of its international mission to help rebuild the justice system in Haiti [...] Our project will help, we hope, to promote sustainability of the Haitian jurisprudence of higher Haitian courts and allow the transmission of the interpretation of laws to the public." With the collaboration of SOQUIJ, the Barreau du Québec offers Haitian justice a server to host its jurisprudence, as well as ways to ensure its electronic distribution. Any user with access to a computer, a smartphone or a tablet, may, wherever he is, to connect through the Internet to the server of the SOQUIJ. Thus, judges, lawyers, law professors, students, clerks and citizens will have access to the jurisprudence which will have been officially certified and indexed. "If this first step is successful, the Haitian law and international treaties could also be posted on the electronic platform," said Me Provencher. When the dissemination system will have been implemented and that the efficiency has been confirmed, the latter may, upon request, be transferred to the Haitian authorities. Me Plourde and Me Provencher will stay in Haiti from May 15 to 22, in addition to finalizing the project of electronic dissemination of the jurisprudence, several meetings with key actors in the judicial and political system in Haiti are on the agenda, with : Me Jean Renel Sanon, the Minister Justice, Me Carlos Hercules, President of the Federation of Law Societies of Haiti (FBH) and Me Anel Alexis Joseph, President of the Court of Cassation.
