Haiti - Elections : Respect of the quota of 30% women, an extreme proposal...
Many sectors [women, civil society, diaspora and political parties] have made many proposals to the Transitional College of the Permanent Electoral Council (CTCEP) for the drafting of the electoral law, which is expected according to Georges Pierre Simon, Treasurer of CTCEP be ready and sent by the end of the month for ratification in Parliament.

If certain proposals are founded, others are surprising, thus women's organizations are asking the CTCEP, in one of their proposals the strict application of the quota of at least 30% women. If the request itself is legitimate and constitutional, the proposed method is questionable...

According to the proposals initialed by "Fanm yo la", MOUFHED, Femmes en Démocratie, SOFA, Yanick Mézile, Minister for Women and Jossie Marie Etienne, President of the Commission on Women's Rights in the House of Representatives, the 30% must be respected whether at the level of the electoral institution, local authorities or senatorial.

According to these women, at least 30% of the cartels presented by the parties must have a woman as head of the cartel. As regards the senatorial their document states that the CTCEP "choose by draw 3 departments for whom the parties, groups or political groups must present exclusively women. So women will compete between themand inevitably one of them will be elected respectively by department and the quota of 30% women will be guaranteed." Yolette Mengual, Coordinator of the Network of Women Candidates to Win (RFCG) intends to battle to the end for this proposal is accepted.

A proposal which, while designed to combat exclusion of women in the political life of the country, advocates paradoxically by its application, to the exclusion of men in 3 departments [!]

For Professor Monferrier Dorval, Expert in Constitutional Law, this proposal is sexist and indecent. Moreover, he said he was in favor of a permanent electoral law that would put an end to the establishment of a new electoral law for each new election.
