Haiti - Politic : Employments evaluation in the Public Service
In the perspective of propelling the reform of the Administration and Public Service whose it is responsible, the Office of Management and Human Resources (OMRH) held last week in Petion-ville, over two days of training sessions on the evaluation of public employment to the attention of directorates and departments of human resources of ministries and decentralized bodies.

Uder Antoin, the Coordinator of the OMRH in his speech referred in particular to the Framework Programme of the Reform of the State (PCRE), which covers the period 2012-2017, to the two orders issued in early April respectively on recruitment by competition and ethical rule governing officials.

According to Mr. Antoine "[...] training sessions on the evaluation of public employment represent a necessary stepthat will allow human resource managers to conduct objectively to the evaluation and classification of public employment. We can not remunerate fairly officials if the jobs are not subject to consolidation, which takes into account the nature and level of complexity. The employment to be assessed are benchmark jobs that reflect a set of positions and similar jobs." In addition, he pointed out that the job classification should allow the introduction of a new salary scale that incorporates values ​​such : the equity (for equal work equal wage treatment), the consistency in the allocation of jobs and wages and the transparency by involving senior managers and Human Resources Departments (HRD), who are informed at the same time concluding "Another Haitian government is possible, together we can build it."

Jacques-Antoine Pierrot, the representative of the Secretary-General of the Primature, agreed in the same direction, saying that "human resources are the organization itself" This suggests that the advent of another public administration passes through the development of human resources. Making the radiograph of the Haitian government, as it has been for years, he noted that "human resources, which should be the basis for an effective administration, appear to be the stumbling block.It is therefore necessary to change the profile of the Public Service by new management approaches that take into account the transparency of the process of recruitment of public officials, a system of equitable remuneration, the provision of equipment necessary to motivate employees."



Mr. Antoine Verdier, Assistant General Coordinator of the OMRH, has, for his part, introduced the reform in its double dimension: modernization and renovation. According to him, three roles are vested in the HR function: Management, Supervision and Monitoring. Thus the HRDs are responsible for coordinate, monitor and control all actions called upon to contribute to the overall result of their organization. From there comes the necessity to know the structure of job classification currently in force in the public service, but also to master the complexity of the tasks related to the employment. At this level, interactions between participants andanimators, Mr. Antoine Verdier and Claire-Andrée Manuel of the PARGEP were the most rewarding. Several years of reflection on what HRD experimenting daily have been proposed and discussed.
