Thomas Jacques, Minister of Agriculture, Natural Resources, and Rural Development, who participated in a Haitian delegation to Vietnam (July 21 to 24, 2013) led by Wilson Laleau, signed with his Vietnamese counterpart, July 24, 2013, at the Ministry of Agriculture of Vietnam, a Memorandum of Understanding, aimed to develop agricultural cooperation between Haiti and Vietnam.

The priority themes of this agreement are:

• Agricultural Research ;

• Agricultural production, especially the cultivation and processing of paddy rice;

• Agricultural mechanization ;

• The development and management of irrigation ;

• Aquaculture ;

• Other axis considered important by both parties.

In his remarks for the occasion, the Minister Thomas Jacques invited the Vietnamese investors to consider the possibility to settle in Haiti to boost agricultural production, both to serve the needs of the domestic market than for export to close countries such as those in the Caribbean, Central America, North America and even South America.

The Minister mentioned the major existing needs in the areas of processing and agricultural packaging, particularly at the level transformation of paddy rice in polished rice. He also mentioned the need for investment in the production and processing of fruits and vegetables, and also the production of cut flowers for export. Proximity of Haiti with the North American market, the U.S. and Canada, is a major asset for the success of such ventures.

Both parties have agreed on the soon visit in Haiti of a Vietnamese commercial and technical mission, to explore business opportunities and work on a detailed agenda of the first activities of cooperation Haiti-Vietnam.
