Haiti - Economy : Perspectives of the Haiti-EU cooperation under the 11th EDF
Friday Javier Nino Perez, Ambassador and Head of Delegation of the European Union (EU) presented perspectives of the Haiti-EU cooperation under the 11th European Development Fund with an amount of 420 million Euros.

Extract of statement of the European ambassador :
"[...] Today, Haiti is at an important juncture of its history. There is a strong desire of the authorities to act, to lay the groundwork for economic and social development to enable people, especially the poorest and vulnerable groups, to have access to basic services and have a decent standard of living.

The Haitian government, through the document on the Strategic Development Plan of Haiti (PSDH), announced and launched a series of initiatives to support Haiti's transition, by 2030, to an emerging economy. The European Union is committed to supporting the PSDH, particularly through the implementation of the 11th European Development Fund.

[...] The European Union is preparing [for a signing scheduled for the end of the year with the Haitian government], a new budgetary support agreement totaling 112 million euros. This new funding aims through a rise in power of the state reform, to strengthen the fight against poverty, improve access of the population to basic services, stimulating economic growth and to ensure economic stability.

This budgetary support will be granted on the basis of a series of specific indicators such as the transparency of public spending, strengthening of the fight against corruption or the implementation of a tax reform. In addition, the European Union will initiate a global policy of high level to strengthen further the Haiti-EU cooperation.

In close coordination with the Haitian government and the Member States, the European Union is currently finalizing the programming of the 11th European Development Fund. The objective is to support the Republic of Haiti in its strategy defined within the PSDH, in order to become an inclusive and sustainable emerging economy.

This EDF, that will have a total budget of 420 million Euros, will take effect in the course of 2014.


The four selected sectors are : education, government reform and modernization of public administration, urban development and infrastructure and food and nutrition security.

1. Education is also one of the main sectors of our next program. Our support will aims among others to develop vocational training taking into account the needs of the country, to improve access for children with disabilities, strengthen the institutions of sector through training.

2. The support for urban development to improve the environment in vulnerable neighborhoods, promote better access of the population to houses by improving the living environment with new infrastructure (roads), access to basic services (water and sanitation, electricity). The EU will also continue its work in the area of road infrastructure, in particular through the completion of strategic axes such as NR3, from St. Raphael to Cap-Haitien, and the section Fonds Parisien-Jimani, with the aim of opening up the regions, to stimulate exchanges of goods and people and thus stimulate economic growth.

3. Finally, the European Union intends to strengthen its support to the Haitian agricultural sector which continues to contain a potential of growth very significant, what's illustrate the latest data from a diagnostic study on the integration of trade (DTIS) conducted by the Ministry of Commerce. Our work will aim to promote sustainable agriculture through among others the strengthening of the various sectors and the improvement of access to inputs, enhance food security and nutrition for example with the support of school feeding in order to reduce extreme poverty and hunger, according to the objectives MDGs (Millennium Development ).

4. The European Union will continue to support the reform of the Haitian state, particularly through budgetary support, one of the key modalities of our aid, which will result in direct payments to the Haitian government, in the logic of ownership of the assistance advocated by the European Union. In this context, the European Union wishes to recognize the efforts undertaken to date by President Michel Martelly and Prime Minister Laurent Lamothe to implement certain necessary reforms to the establishment of good economic and political governance, for example through the strengthening of operations against corruption, the improvement of performance of the National Procurement Commission or the preparation of 2013-2014 budget. [...]"
