Haiti - Social : Incident of Neyba, Haitian clarifications
Following the assassination in the town of Las Petacas, in the municipality of Neyba, Dominican Republic, Jose Mendez Diaz and of Luja Encarnacion Diaz, a 70 year old Dominican couple, who led a violent situation which has resulted in the death of a Haitian and a wave of repatriation of our fellow citizens seeking to leave the Dominican Republic where their lives were threatened, Major David Bazile, Minister of Interior and Territorial Communities, accompanied by several members of his cabinet, visited the Accommodation Center of the National Organization for Immigration (ONM) in Marin in Plaine, late Sunday afternoon to inquire about the accommodation conditions of 244 Haitian refugees who fled the Dominican Republic.

These Haitians are arrived undocumented, leaving behind them, all their goods, bank accounts, employment, shops. Saturday 23 and Sunday, November 24, the refugees were housed and fed at the Accommodation Center of Marin, where they received food and hygiene kits, as well as money allowing them to return to their families in Haiti "The Government will take care of the refugees to enable them to return to their original location in Haiti," declared the Minister Bazile, who met with refugees to better understand their experiences and ensure them of the support of the Government.



In addition, the Minister of the Interior conducted an assessment visit to the Haitian department of Immigration and Emigration in Malpasse in order to learn about population movements following the drama of Neyba. He discussed with Maxo Claudin, Supervisor General of the Haitian Immigration Service, which provided details indicating having received from Friday 22 to Sunday, November 24, 2013, two Haitian groups, or a total of 244 returnees, including 111 men, 51 women and 82 children.

The Minister took the opportunity to talk with returnees on site and observe the process of recording of their immigration statements.



Minister David Basile also met at the Community Library of Fond Parisien with municipal authorities, local and responsible of organization of human rights, working on the Haitian-Dominican border. This meeting was held around the violence perpetrated in Neyba, which would have cost the lives of many Haitians, according to comments reported [at that time], by Haitians who fled the region concerned. During this meeting the Minister held discussions with local officials to take stock of the situation and evaluate the first responses to bring in terms of early support for the refugees via the coordination of the Directorate of the local Civil Protection, the Directorate of Political Affairs and Human Rights of the MICT and the National Office of Migration (ONM) which allowed to accommodate the first Haitian groups coming among other from Malpasse.

The Minister of the Interior, on behalf of the Government Martelly-Lamothe, condemned the deadly attacks made by Dominican citizens against fellow Haitian and also stated that the current Government takes commitment to support the families of the victims to seek justice for these Haitian brothers and sisters.

He also urged local officials and members of the public gathered in the circumstances to privilege in this case, intelligence and diplomacy to prevent such reprisals on either of the border between the two republics. Major David Bazile took the opportunity to launch an appeal for calm and inviting organizations defending human rights to work with the Haitian authorities, in particular the MICT to calm fellow citizens outraged by this regrettable incident to Neyba.



Note tha situation confuses in term of number of Haitian victims in this incident has since been clarified by Pierre Philippe Brunet, Consul of Haiti in Barahona which after held discussions with representatives of the Dominican National Police, confirmed that there had been 3 deaths in this case, a Haitian and the two Dominican victims and not 34 Haitians as broadcast on some Haitian media, based on rumors. He also confirmed that several hundred workers, with their wives and children, crossed the border voluntarily.
