Haiti - Social : Haiti is the only LDC in Latin America...

In the last report of 184 pages on "Least Developed Countries" subtitled "Growth with Employment for inclusive and sustainable development" concerning the 49 Least Developed Countries (LDCs) in the world, Haiti is the only LDC in Latin America, according to the list compiled by the United Nations Conference on Trade and Development (UNCTAD). The classification of LDCs is based on 3 main criteria: their poverty, limited human resources and undiversified economies.

In its conclusions, the paper strongly recommends the LDCs, to give greater importance to employment in the context of their development policy. The paper proposes inter alia, the construction of infrastructure to increase quality jobs and reduce poverty by making such investment, a natural starting point, since the statement said, "The weakness of entrepreneurial capabilities has been identified as a major obstacle to the development of productive capacities."

According to Yves Robert Jean, Director General of the Ministry of Planning and External Cooperation, Haiti plans to fully adopt the conclusions of this report, in order to increase economic growth and reduce poverty, otherwise "it is likely that the poverty, social instability and the rate of international migration increase," citing countries that emerged from the list of 49 LDCs, by recording significant growth rate, allowing to have a level of per capita income higher to 992 U.S. $ / year for three consecutive years [requirement].

"Today, if we want to impact on the unemployment rate [in Haiti] affecting 75% of the population, estimated at over 10 million inhabitants, living on less than one dollar a day, we have no other choice but to invest in this kind of policy to use more labor." In addition, Yves Robert Jean considers "no serious development, no poverty reduction is possible if we do not invest in irrigation, in dams, in electricity, likely to develop the productive capacity whose the private sector will need to be able to invest [...]"
