Haiti - Elections : Towards the application of Article 12 of the Agreement El Rancho 20/08/2014 14:14:37

SPECIAL PROVISIONS Article 12 : In cases where amendments to the electoral law planned and proposed in the framework of the dialogue are not passed by the two branches of Parliament within the period prescribed in section eight (8) of this Agreement, Parties note with the Provisional Electoral Council (CEP) the physical impossibility of applying Articles referred. Consequently, the Parties agree that the said articles automatically enter into hold and the electoral body is allowed to override. Michel Brunache explained that the executive wants the support of all the signatories to the agreement El Rancho to enforce Article 12 and that it continued to meet all the actors involved in the electoral process to examine ways and means to implement this articles ; stating that the executive power, the President of the Chamber of Deputies and the majority of political parties signatories to the Agreement El Rancho are in favorable to the application of this article adding "we have the support of the international community in this process." Remains to obtain the adhesion of Senate President, Senator Dieusel Simon Desras, signatory (by power of attorney) of the El Rancho agreement, which does not intend to support this approach.
