Joseph Lambert, Advisor to the President, who sees in this dysfunction the responsibility of senators of G6, informed that the Head of State had the intention to consult with the 10 remaining senators in decisions that commits the Nation and mentioned that the formation of the new Cabinet will soon be formed and the Prime Minister, Evans Paul, installed shortly.

In addition, to end the rumors of the opposition suggesting that the President will issue decrees against the people, he wanted to reassure stating that Michel Martelly intend to publish decree-law only for the elections and the adoption of a correction to the Finance Act with a budget line for the organization of elections.

For her part, Sandra Honoré, the Special Representative of the Secretary-General of the United Nations and the other members of the international community in Haiti represented in the "Core Group" (the Ambassadors of Brazil, Canada, France, Spain, the United States of America and the European Union, and the Special Representative of the Organization of American States) "deplore that the extraordinary session of the National Assembly, which was convened to vote on the amendments to the Electoral Law, did not take place.

The Core Group is also gravely concerned that the Haitian Parliament has become dysfunctional due to the fact that elections have not been held within the constitutional timeframe. In this context, the “Core Group” expresses its support to the President of the Republic in the exercise of his constitutional duty to ensure the regular functioning of institutions and the continuity of the State. In these exceptional circumstances, the Core Group trusts that the Executive and all the political actors will act with responsibility and restraint.

In the best interest of the nation, the Core Group encourages all parties to join the consensus through this Accord. Recognizing the recent efforts made by the President of the Republic and other actors to rebuild confidence in the political process, the Core Group further calls on all stakeholders to continue negotiations with the objective of forming, as a matter of urgency, a consensus Government, as well as a new Provisional Electoral Council in the spirit of Article 289 of the Constitution, and to organise, as soon as technically feasible, inclusive, fair, and transparent elections in 2015, in order to consolidate democracy and stability."
