Haiti - Politic : It's over, the curtain fell on the Parliament...
Sunday evening the failure of the session in National Assembly of the last chance, convened for the vote on amendments to the electoral law, could not be held for lack of quorum. The absence of ratification of electoral law that would have allowed Parliament to remain in office following the tripartite agreement of December 29, 2014 https://www.haitilibre.com/en/news-12833-haiti-flash-the-mandates-of-deputies-and-senators-extended-under-conditions.html put an end to the 49th Legislature and made dysfunctional the Parliament with the departure of all deputies of the lower house and of 10 senators on the remaining 20 : Jean-Willy Jean-baptiste (Artibonite), Simon Dieuseul Desras (Centre, Jean-Maxime Roumer (Centre), Jean William Jeanty (Nippes), Moïse Jean-Carles (North), Dérex L. Pierre Louis (Northeast), Mélius Hyppolite (Northwest), Joël J. Joseph (West), Pierre Francky Exius (South) and Wencesclass Lambert (Southeast), leaving the senate amputated of 2/3. As for the G6, it became the G2 with as only remaining members Senators Jean-Baptiste Bien-Aimé and Wesner Polycarpe.

While nearly 75 deputues were present at the meeting room of the National Assembly, only 9 Senators: were present : Anick François Joseph, Carlos Lebon, Dieuseul Simon Desras, Edwin Zenny (Edo), Jean William Jeanty, Jocelerme Privert, John Joël Joseph, Maxime Roumer and Wencesclass Lambert who waited in vain for their colleagues until 9:30 pm. The President of the National Assembly, Senator Simon Desras Dieuseul before the failure found declared "We note with bitterness that power and some political parties have decided to dissolve Parliament [...] it's weird that it is the senators that support the power that shunned the meeting. It's a plan well plotted."
(to be more accurate let's recall that only one senator of G6, Jean William Jeanty, was present.)

Sauveur Pierre Etienne, General Coordinator of the "Organization of People in Struggle" (OPL) takes note of Parliament dysfunction and accuses the President Martelly, the political parties signatories of the agreement of 11 January and some senators, to be primarily responsible for this dysfunction saying "Everyone knows that the parties that signed the agreement, agreed that the Head of State runs the country by decree."

For memory recall that the agreement of Sunday, January 11 https://www.haitilibre.com/en/news-12922-haiti-politic-the-executive-signs-an-agreement-with-4-opposition-parties.html was signed by Kontra pèp la, INITE, Ayisyen pou Ayiti and the Fusion of Social Democrats, agreement that has since been signed by 19 other parties for a total of 23 signatories : Ayisyen pou Ayiti, Inite, Kontra Pèpla, Parti Fusion des Socio-démocrates haïtiens, Renmen Ayiti, Ansanm Nou Fò, ACCRHA, UPAN, KONFYANS, PNN, UPDC, MUDHAH, UNDH, RAMPHA, PRENACOP, MDRH, UNCRH, Bloc 20, MNC, AAA, Konbit Nasyonal, MNP 28, PHTK. Note that on these 23 parties, many of them practically unknown to the public, 21 had no elected to Parliament...

For the Coordinator of OPL, the Head of State "is only a puppet in the hands of the international community, including the United States, who are willing to support his administration, despite the absence of Parliament..." https://www.haitilibre.com/en/news-12920-haiti-flash-the-united-states-alongside-martelly-even-in-case-of-failure-of-the-agreement.html
