Haiti - Reconstruction : Review of projects implemented through Communal Fund

In order to ensure transparency in the use of Communal Fund, Maxime Chérestal, the Director of Cabinet of the Minister of Planning and External Cooperation accompanied by Giovanni Dorélien, Deputy Managing Director and Johnny Célestin, Communal Fund Manager, presented a review of the disbursement of these funds for the 2011-2012 fiscal year.

Recall that communal funds are intended to assist local elected officials in the development and planning through the identification of projects within a list of predetermined categories by national authorities.

Projects for fiscal year 2011-2012 :

64 rehabilitation of roads/streets ;
36 construction of public markets ;
34 electrification projects ;
21 building lycées/national schools ;
13 health centers ;
12 socio-cultural spaces ;
7 infrastructure construction/buildings ;
4 adductions of drinking water.

Of these 191 projects, 86 are run by the Office of Monetization of Program of Development Assistance (BMPAD), 69 by the Ministry of Planning and External Cooperation (MPCE) and 36 by the Ministry of Public Works, Transport and Communication (MTPTC).

To date, about 90 of these projects are fully completed. And the cap is placed on the 2012-2013 fiscal year.

Already 150 projects were received at MPCE for fiscal year 2012-2013 On the 140 municipalities, 77 have submitted their dossiers. Over 600 million gourdes were transferred to the " maîtres d'ouvrage" in order to execute projects whose technical files are finalized. 800 million gourdes projects are expected in MPCE and it is expected an increase in the number of projects for this year.

Laurent Lamothe, the Minister of Planning, also Prime Minister reiterated the commitment of the government to implement the projects of all blocks represented in the legislature body. All projects received from elected officials, are executed in the implementation of the communal funds.
