Haiti - Politic : The Minister Hériveaux condemns the correspondence of Senator Desras 29/04/2014 09:44:40 The Minister stressed that in this correspondence was not a resolution of the Senate and therefore can not engage the 'grand corps' noting that the Senate President had given a mandate signed to Senator Steven Benoît, for initialling on behalf the El Rancho agreement, which is "the fruit of long and laborious discussions to reach a political compromise to hold elections in the country." Referring to the various steps to create an environment conducive to the holding of free elections in the country, the Minister Hériveaux recalled that the President of the Senate had been involved in the establishment of the Transitional College of the Permanent Electoral Council (CTCEP) after four months of intense discussions with the Executive and the Superior Council of the Judiciary (CSPJ) under the mediation of the "Religion for Peace". Therefore, for the Minister "It is improper and inappropriate for the President of the Senate, to ask that there is another structure to organize elections [...] How many agreements and compromises will be necessary to the President of the Senate for he inally decides to meet its commitments ?" Minister rejects the idea of forming a CEP under Article 289 of the Constitution as requested by the President of the Senate, noting that "this provision was adopted in 1987 in a specific context that would enable the National Council of Government to hold elections in the country at the time." While inviting Senator Desras to meet its commitments under the El Rancho agreement, the Minister recalled that the Executive had respected and implemented all the provisions in this agreement. He denounced the position "a small fringe in the Senate" who plays the card of wear and inflexibility to spend time and assign thus the impossibility of the organization to the next elections to the Executive. "It is an unhealthy approach unhealthy approach and awkward and the coup will not happen." Minister Hériveaux confirmed its full support to the members of the current Electoral Council, who have the right to prove themselves, organizing elections last Sunday of October 2014. In addition, members of the Monitoring Committee of the Agreement El Rancho are considering to meet separately the parties concerned. "We are aware of the current situation in the application of the El Rancho agreement. Some signatories of the document, eg Executive, respect their commitments so far. Others, such as the judiciary and the Senate did nothing," said Joseph Jeantel, representative of the National Consortium of Political Parties, Member of the Commission. For its part, Mgr. Patrick Aris, Spokesperson of the Episcopal Conference of Haiti (CEH) face the deadlock situation at enate indicated that the mediator awaiting the report of the Monitoring Committee, "I can not say anything yet. We await the report of the Commission." Meanwhile Monday, President Martelly met Political Parties Signatories of the El Rancho agreement.
