In its recommendationsthe Commission wishes among others : a harmonization of relations between managers and employees of the ONA; respect for hierarchy within General Management; the cessation of all movement of personnel (transfer, revocation...) and all other sanctions including on staff remuneration; the establishment of a crisis cell capable of restoring the confidence of employees with the mediation of CAOSS; resumption of operation of the ONA by a collective commitment in a spirit of cordiality; the establishment of a Committee for the revision of the bylaws, code of ethics and procedures manual of ONA; an acting Board of Directors to liquidate current affairs and the provisional setting aside of the Director General Bernard Desgraff and the Deputy Director General pending the outcome of the Superior Court of Auditors and Administrative Disputes (CSC / CA).
